Responsibilities

  • Conducts needs assessments, designs curriculum for distance learning programs, courses and or training resources, develops classroom, online and computer based training.
  • Demonstrates mastery of and skill in applying the learning theory, psychology of learning, evaluation techniques for adult instructional/learning programs.
  • Demonstrates expert knowledge of the Instructional System design process and computer-based training.
  • Serves as an authority in distance learning, training development and delivery.
  • Teaching/ learning, including lecture, computer and web based instruction.
  • Uses existing and emerging training and educational media created with audio visual software, equipment and technology .
  • Develops and conducts special pilot workshops to ensure clear understanding of course design characteristics and rationale.
  • Demonstrates mastery of and skill in applying computer operating systems principles and associated equipment configurations, peripheral and teleprocessing equipment; system control language.
  • Performs routine computer operating systems and equipment configurations checks when deploying multi-media and other training content.

Qualifications

For the Instructional Systems Specialist, GS-1750-13 position, there are three basic components of your education/experience that together define the qualifications. These components are:

1. Education
2. Time in Grade/Time in Band
3. Specialized Experience

Time-In-Grade : In order to meet the time-in-grade requirements, you will need to have completed 52 weeks at the next lower grade/band level within 30 days of the closing date of this announcement. For example, at the GS-13 level, you will need to have completed 52 weeks at the GS-12, a combination of the two that totals 52 weeks, or 52 weeks in a comparable lower level in an alternative pay system within 30 days after the closing date of this announcement.

Specialized Experience: In order to meet the specialized experience requirement, you will need to have completed 52 weeks of progressively responsible specialized experience at the next lower grade/band level within 30 days after the closing date of this announcement.

Specialized experience is experience in independently producing complete, self-contained, training products (courses, aids, methods, training plans, etc.) along subject matter or functional specialty area lines. Assignments performed by characterized by changing or new circumstances that affected specific situations and required adjustments in methods or approaches different from those in existing guidelines and may also have been characterized by the conventional or established nature of the educational/training product and the requirement for some adaption of existing materials or methods was required. Work performed involves extensive planning and organization, analyses of accumulated data and information, and considerable coordination and integration of the work with other functional activities. Education

This position has a mandatory education requirement.
A Degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4.Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5.Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
