SUMMARY OF DUTIES: Incumbent serves as the Deputy AC/S, Marine and Family Programs for MCCS Division, Marine Corps Installations National Capital Region - Marine Corps Base Quantico. Incumbent reports directly to and is individually responsible to the AC/S, MCCS MCINCR-MCB Quantico for the executive management and administration of the Marine and Family Programs Branch which includes: Semper Fit, Family Care, Behavioral Health, Personal and Professional Development, and Marine Corps Family Team Building.

As a senior technical advisor to the AC/S, the incumbent is responsible for the development, implementation and management of the above programs, ensuring their compliance with established operating policies and procedures all commands and tenant organizations aboard Marine Corps Base Quantico. Incumbent will direct programs that ensure the well-being, mental and physical fitness, resilience and Quality of Life (QOL) of Marines, Sailors and their families on Quantico. Provides management direction as it pertains to the implementation of capital improvement strategies and adjusting manpower and program priorities to consider patron preferences, program requirements and fiscal constraints. The incumbent also provides direction in creating measurement and forecasting models to monitor and predict the financial and operating performance of all MCCS programs and for correcting inadequate or failed functions. Will posture the organization to support emerging installation requirements as a result of growth within the region.

From a technical standpoint, the incumbent's purpose is to serve as an expert advisor and consultant on Marine & Family Program issues to all echelons of management and to provide continuity and stability. Responsible for directing the development, administration, and execution of operating and capital budgets for all activities within the Marine and Family Programs Branch. In collaboration with the AC/S and senior leadership, the incumbent provides input and advice on the development and implementation of the organization's Strategic Business Plan and other policies as required. Interprets Executive Orders, policy statements, directives, procedures, and individual instructions issued locally or by higher authority that govern or have a bearing on the Marine & Family Program areas and determines the extent to which these matters affect current and planned programs and policies.

Furthermore, in the absence of the AC/S, MCCS MCINCR-MCB Quantico, the incumbent may be tasked to represent the organization to members of the local community, visiting members of the U.S. Government, and other military commands on matters concerning MCCS projects and programs. Sets priorities and establishes methods/timeframes for the accomplishment of projects and programs. Directs expansion, relocation or discontinuation of services or activities consistent with requirements and program objectives.

Performs other related duties as assigned by the AC/S, MCCS MCINCR-MCB Quantico or higher authority.

MINIMUM QUALIFICATIONS : Bachelor's degree in business from an accredited college or university or a related field appropriate to the work of the position AND five years of executive level experience, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates knowledge, skills and abilities equivalent to that gained above.

Must have knowledge and skill in developing large, multi-million dollar short-term and long-range budget forecasts, as well as operational plans for the implementation of same. Hands-on management experience and program oversight of similar functions within Marine and Family Programs, Semper Fit, Family Care, Behavioral Health, Personal and Professional Development, and Marine Corps Family Team Building branches is highly desired.

Ability to analyze industry trends and make organizational improvements through the application of effective and innovative finance management, marketing, logistics, personnel management, and information technology concepts. Must possess exceptional oral and written communication skills, as well as effective interpersonal skills in order to facilitate interaction with high-ranking military and civilian government officials.

Must possess maturity and experience in dealing with situations requiring effective leadership, guidance, and/or constructive coaching of associate staff. Knowledge of appropriated and non-appropriated fund regulations pertaining to both fiscal and personnel matters is desired, in order to effectively manage the resources involved.

This position has been designated as Noncritical Sensitive and therefore requires the ability to obtain a Secret clearance. Continued employment is subject to a favorable adjudication of the security investigation.
