The GSA OIG operates as an autonomous entity within GSA under a presidentially appointed, Senate confirmed Inspector General who supervises a diverse team of over 300 professionals in headquarters administrative, legal, and operational components and in regional operational offices throughout the country.

Responsibilities

This position is located in the Office of the Inspector General's (OIG) Office of Administration (JP), Budget and Financial Management Office (JPB). The primary function of JPB is to provide leadership and direction in the administration of financial management responsibilities in the areas of budget formulation, budget execution, travel, relocation, and fiscal issues necessary to support the OIG's mission. JPB assists in the development and administration of OIG's policies that govern budget allocations and control functions, and fiscal services policies and prepares issuances and guidance on authorized expenditure of funds.

The Budget Analyst for this position has the following responsibilities:
  • Develops drafts of OIG financial plans including the development of schedules, target allowance, call for estimates, review and analysis of program requests, and submits operating plans for review and approval;
  • Coordinates and prepares reports on the utilization of OIG resources during budget execution including the review and analysis of accounting reports and reconciliation within various program and/or office areas;
  • Coordinates and prepares submission of special analyses and reports on employment trends, travel, accounting systems, and other requirements;
  • Provides advice and guidance on fiscal matters relating to travel, both foreign and domestic;
  • Reviews correspondence on financing arrangements for travel where funds are provided by outside sources to ensure acceptance is in accordance with governing laws and regulations, including conflict of interest regulations;
  • Assists in the implementation and operation of new initiatives; ensure that necessary controls are in place to maintain, monitor, and resolve problems that arise with specific programs;
  • Assists in the investigation of problems/issues relating to fiscal management and adapting guidelines issued by General Services Administration (GSA), Office of Management and Budget (OMB), the Government Accounting Office (GAO), and Treasury for application to specific situations;
  • Participates with senior budget staff in the development, guidance, direction and coordination of policies associated with the budget and its evaluation processes; and,
  • Analyzes issues, goals, and initiatives and recommends options during exploratory and formative stages of managerial planning and policy formulation and advise senior budget analysts and the Budget Director on the uses of new and/or revised policies effecting financial plans and operational policies relating to various program areas.

Qualifications

Applicants must demonstrate in their resume and responses to the vacancy questions that they meet the basic OPM qualifications as well as qualifications described below. Applicants must meet all qualification and eligibility requirements for the position advertised within 30 days of the closing date of the vacancy.

If qualifying with education, an applicant must also meet the specialized experience equivalent to the next lower grade level.

Education is in addition to meeting specialized experience and/or is for those who qualify under merit promotion guidelines through a special hiring authority and cannot meet time-in-grade restrictions.

To qualify for the GS-0560-09 level, an applicant must have one year of specialized experience equivalent to the GS-0560-07 level. Specialized experience is experience determining whether obligations, expenditures and allotments are within funding limitations of an approved budget; compiling, analyzing and making corrective entries to income, operating expenses, and budget; compiling and organizing large amounts of information; and producing documents, forms, and correspondence. Education for those who do not have federal work experience to meet time-in-grade restrictions, education is as follows: completion of two full years of progressively higher level graduate education or possess a master's or equivalent degree or, having a combination of specialized experience and graduate education to meet the total requirements for this position.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

This vacancy will be rated and ranked according to method called Category Rating to assess your application. Here's how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  • Knowledge of budget and/or financial procedures and techniques sufficient to conduct analyses and make recommendations.
  • Knowledge of budget and/or financial regulations to include fiscal regulations, recording and tracking fiscal transactions, and documentation requirements to ensure compliance.
  • Knowledge of automated accounting or budget processing, including some financial systems.
  • Ability to communicate in writing, to include budget documentation, spreadsheets, and reports.
  • Ability to communicate orally, to include presenting findings, analyses and recommendations.

  • Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified

    Your answers will be verified by your resume. If your resume doesn't support your answers, your score may be lowered which could place you in a lower category.

    Within each category, veterans will receive selection priority over non-veterans.
