Summary

As a Financial Management Specialist at the GS-0501-12, you will be responsible for Financial Management Specialist in the Finance Office, under the Office of Finance & Performance, which reports directly to the Director and Deputy Director of NBIB. The Finance Office provides financial management, accounting, budget formulation, and budget execution oversight that supports NBIB's nationwide personnel security, suitability and investigations programs.

Responsibilities

  • Developing long-term workload and financial management strategic plans for investigations services provided by NBIB to ensure the long-term health of the business and ensuring that they are in sync with OPM's strategic plan and the President's Management Agenda.
  • Tracking and reporting on NBIB's budget execution. Analyzing reports based on budget plans compared to actual execution of funding, analyzing the report, and bringing issues to the attention of senior leadership. Reviewing open obligations and working with the NBIB program offices to determine if the funding can be de-obligated.
  • Working with NBIB program offices to create specific spend plans based on needs and resources. Lead meetings to brief program offices on financial status and gather information for use in further analysis.
  • Carrying out effective controls and reporting on the use ofNBIB's revolving fund. Makes recommendations to management for necessary changes in spending, allocation or pricing to ensure NBIB's financial health.
  • Requesting, justifying and defending requests for additional resources as needed with OPM management, OPM's Chief Financial Officer, the Office of Management and Budget, and the Congress.
  • Developing, controlling and managing a staffing and labor coding plan to ensure that personnel costs are correctly accounted for to form the basis for charges for investigative services to NBIB's customer agencies.

Qualifications

For the GS 12: You must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service that included:
  • Reviewing financial reports in order to identify problem areas and recommend solutions;
  • Analyzing financial obligations and expenditures to ensure compliance with established policies and procedures;
  • Participating in the preparation of annual budget, budget amendments, and supplemental appropriations; and utilizing electronic financial systems for receipt and disbursement of funds for a variety of accounts;
  • Conducting or leading studies, research, or analysis of an agency's investigations program in the areas of financial management, internal controls, financial and non-financial procedures development, and program improvement design.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS12 level.
