Responsibilities

The office provides policy/program development, outreach and response, community assistance, partnerships and cooperative agreements, presentations, facilitation, support to Federal, State, and local officials, technical data management, and enhanced geospatial data visualization.

The National Pipeline Mapping System (NPMS), geospatial information system (GIS), depicts the hazardous liquid and gas transmission pipeline and liquefied natural gas (LNG) facilities operating in the United States. The incumbent in this position will be responsible for leading, managing, and executing complex technical NPMS programs and other pipeline safety projects with internal and external cross-functional teams or groups and contractor support staff on pipeline and related data, to develop and implement GIS business rules and processes, resolve data integration issues, and to collect requirements for and test web GIS applications to provide more accurate analysis and effective decision support. This position reports to the Director of Program Development and will also work independently and collaborate with the GIS Manager and PHMSA staff.

The Physical Scientist (GIS Manager):
  • Researches, collaborates, recommends, and implements rulemaking/information collections, policy and program development changes.
  • Identifies risk and implications to NPMS technical projects based on organizational policy and program changes.
  • Perform analysis of geospatial data and tubular data.
  • Independently produces reports based on geospatial and geostatistical analysis.
  • Represents the office of Program Development and PHMSA on NPMS on matters with internal and external stakeholders including briefing and presenting Stakeholders.
  • Trains and assists internal and external NPMS users on the use of GIS software and web mapping applications through presentations and technical documentation.

The ideal candidate has a strong experience in GIS and software development and implementation of safety design, testing, operations, data security, and maintenance of pipeline facilities. This person has experience with establishing federal GIS policies and standards, researching and recommending geospatial solutions, developing and enforcing data security policies to control data dissemination, managing complex projects and programs, and administering acquisition contracts.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience applying geographic information systems (GIS) concepts and software, including ESRI products and OpenGIS technology.
  • Experience in developing and implementing requirements, oversight, testing, and acceptance for geospatial tools and applications spatial and tabular data integration, and change detection tools.
  • Experience providing policy/program development outreach and response, community assistance, partnerships and cooperative agreements, presentations, facilitation, support to local officials, technical data management, enhance geospatial data and visualization.


To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience applying geographic information systems (GIS) concepts and software, including ESRI products and OpenGIS technology.
  • Experience in developing and implementing requirements, oversight, testing, and acceptance for geospatial tools and applications spatial and tabular data integration, and change detection tools.
  • Experience providing policy/program development outreach and response, community assistance, partnerships and cooperative agreements, presentations, facilitation, support to local officials, technical data management, enhance geospatial data and visualization.
  • Experience in developing and performing quality control routines on GIS data.

Education

To qualify for the 1301 series, you must meet at least one of the following criteria:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR

B. Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
