The Financial Analyst is located in the Financial Management Division (FMD).

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

-Assess compliance, financial soundness, solvency and programmatic aspects of the program including but not limited to financial reporting, internal controls, use of funds, and program utilization.

-Perform technical reviews and analysis of financial data reported on various documents such as budgets, requisitions, yearend settlement statements, and voucher assistance payments.

-Responsible for the processing, validation and review of data and automated documents submitted to the FMD.

-Serve as a team or project lead and or subject matter expert who initiates and participates in complex and team assignments as needed to deal with cross cutting financial management issues.

Travel Required

Occasional travel - 1 to 5 nights per month.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-13 level is one year of experience at the GS-12 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:Applying analytical and problem solving techniques to identify financial trends and issues, and develop solutions.
Examples of such experience could include:


-Developing financial analytical reports and presenting that data to management; OR

-Conducting financial and risk assessments of financial data for policies, initiatives and program budgets.; OR

-Providing direction or technical assistance applying controlling authorities such as financial laws and regulations, OMB circulars, the Generally Accepted Accounting Principles (GAAP) or the Governmental Accounting Standards Board (GASB) or Financial Accounting Standards Board (FASB).; OR

-Applying general accepted accounting, auditing standards and procedures for conducting program oversight.

Specialized experience for the GS-12 level is one year of experience at the GS-11 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:
Ensuring financial accountability and compliance with rules, regulations, laws and policies.
Examples of such experience could include:


-Applying controlling authorities such as financial laws and regulations, OMB circulars, or the Generally Accepted Accounting Principles (GAAP).; OR

-Utilizing financial systems and technology in conducting financial monitoring of program activities and audit resolutions.; OR

-Experience with budget analysis or preparations of financial statements, or financial audits.; OR

-Analyzing financial resources, data and reporting and developing/recommending solutions to problems.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

For the GS-12, you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
