Summary

This position is located in the Office of the Nuclear Material Safety and Safeguards, Program Management, Policy Development and Analysis Staff (PMDA). The supervisor is Karen Fitch. This is a bargaining unit position.

Responsibilities

Serves in an entry-level capacity receiving developmental assignments assisting the NMSS Information Systems Security Officer (ISSO) to provide support to system owners throughout the life-cycle of their systems to ensure that federal agency security requirements are met. Incumbent conducts IT security risk analyses and reviews and ensures that actions taken by system owners address or correct identified vulnerabilities. Serves as the alternative NMSS ISSO.

Develops and prepares Federal Information Security Modernization Act (FISMA) certification and accreditation documentation, or reviews documentation developed by contractors, in accordance with National Institute of Standards and Technology (NIST) guidance documents and NRC guidance documents to ensure compliance with Federal IT security laws, regulations, standards, and guidelines.

Qualifications

GG-9/11: All candidates must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as: Experience in assisting application and system owners during the development and modification of IT systems to ensure that security requirements are met. Experience developing, preparing, or reviewing, FISMA certification and accreditation documentation to ensure compliance with Federal IT security laws.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate RECENT knowledge and experience in the following:
  • Experience with/ knowledge of IT analysis, planning, development, integration and operation of IT security infrastructure solutions.
  • Should have one or more active security certifications, such as: Security+ from COMPTIA; Certified Information Systems Security Professional (CISSP), Systems Security Certified Practitioner (SSCP), Certified Authorization Professional (CAP), Associate of (ISC)2 from ISC2, Global Information Assurance Certification (GIAC) Penetration Tester (GPEN); or hands on experience in these areas.
  • Complying with IT laws, regulations, policies, standards, security requirements, guidelines, and cyber-security methods and/or Information System Security Officer (ISSO) experience.
  • Has knowledge of project management concepts and ability to manage compliance activities, remediating vulnerabilities, and configuration and vulnerability management software technologies.
  • Ability to write clearly and make logical oral presentations to effectively convey technical information with individuals with various levels of understanding and the skill to persuasively present issues and present recommendations to management officials.

    A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.

    The NRC is a zero tolerance agency with respect to illegal drug use. Individuals selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
