Summary

You will serve as a Placement Branch Head in the Contract and Grant Award Division, Acquisition Department of the OFFICE OF NAVAL RESEARCH. You will be responsible for the planning, negotiation, placement, and administration of research and development (R&D) acquisition actions assigned to the Branch.

Responsibilities

  • You will exercise unlimited signature authority for execution of all branch programs which span the full range of Research and Development related actions.
  • You will assign individual contract and grant actions to branch specialists and provide overall direction for procurement planning, method of contracting, cost/price analysis needs, source selection strategy and negotiations.
  • You will provide any necessary special instructions, set and adjust short term priorities and appropriateness of planned schedules.
  • You will advise employees on critical contracts/agreements, resolving deadlocked negotiations and setting in motion the development of innovative solutions for unique contracting challenges.
  • You will plan and assign work to be accomplished by subordinates.
  • You will be responsible for formal training requirements of staff covered by the Defense Acquisition Workforce Improvement Act (DAWIA).
  • You will carry out Equal Employment Opportunity (EEO) policies and communicate support of these policies to subordinates.
  • You will serve as the primary point of contact and acquisition advisor to respective technical organizations served and will be responsible for timely and accurate procurement support to technical customers.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Contracting Level III. If you are not certified you must achieve certification within 24 months of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NO-04 pay band in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) providing technical oversight for procurement planning, method of contracting, cost/price analysis needs, source selection strategy and contract negotiations; 2) developing acquisition strategies and directing or managing procurement activities for an organization; 3) directing the issuance of contract modifications, negotiation of changes, exercise of options and investigations of contractor claims; and, 4) providing leadership and technical guidance to a group of contracting/procurement subordinates.

Education

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.
