Responsibilities

The Director, Civilian Personnel, Labor and Employment Law serves as the Chief, Labor and Employment (L&E) Law Division, Office of The Judge Advocate General; The Director of Civilian Personnel (DCP) within the Judge Advocate General's Corps (JAGC); and the Functional Chief's Representative for the Legal Career Program. As Chief L&E, the incumbent is legal advisor to HQDA proponents of policies, programs and plans affecting Army civilian employees. The incumbent leads a team of attorneys who advise and counsel HQDA officials on civilian personnel matters and represent the Army in administrative litigation. The incumbent is responsible for management and administration of the Army-wide Labor Counselor Program. As the DCP in the JAGC, the incumbent is special advisor to The Judge Advocate General on all matters relating to civilian employees of the JAGC, with emphasis on the professional development of over 500 civilian attorneys and over 600 civilian paraprofessionals. Incumbent acts with unusually wide latitude in the exercise of independent judgment and upon his/her own initiative in performing assigned duties. Keeps The Judge Advocate General informed of the status of significant cases and actions. Supervises a staff of 21 senior attorneys and one paraprofessional. Directly controls the Career Program 56 (Legal) ACTEDS development budget of approximately $455K.

CONDITIONS OF EMPLOYMENT
You must be a U.S. citizen to be eligible for this position.

You must be able to obtain/maintain a Top Secret/SCI.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • Two year trial/probationary period may be required. You will serve a two-year probationary period unless you have previously completed the probationary period in the SES.
  • Appointment is subject to the completion of a favorable suitability or fitness determination, as determined by a background investigation.
  • Direct deposit of pay is required.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter.
  • The incumbent is required to travel on both scheduled and unscheduled aircraft, and other modes as required, under conditions specified under the DoD Joint Travel Regulations.
  • The incumbent is expected to travel on short notice to attend high level meetings to obtain resolution of problems and gather information to assist in the decision making process.
  • Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. The U.S. Army senior leadership considers mobility to be an integral part of employment as an SES member with the Department of the Army.


Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.

In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required--this information should be embedded within the application package (Resume and Technical Qualifications).

*** TECHNICAL QUALIFICATION(S) (TQ) (MANDATORY SUBMISSION): A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up may not exceed 1 pages per TQ using 12pt, Arial or Times New Roman with 1 inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

TQ 1: I have the knowledge of, and experience in, the management of a large, complex, and diverse organization requiring executive level leadership skills.

TQ 2: Demonstrated expertise in Federal sector labor and employment law which includes leading and managing a staff of senior attorneys working in the specialized area of Federal sector labor and employment law.

Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (DCP), who have been certified by OPM must load your SF-50 or certificate under the Executive Core Qualification.

Education

An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). Applicants must currently be a member in good standing of the Bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. Management desires that applicants have at least five (5) years of professional legal experience acquired after being admitted to the bar, practicing law at a major command or higher level (or equivalent level in the civilian sector) as is commensurate with the duties and responsibilities of the position or possess an LLM in the desired area of practice with three (3) years of professional legal experience acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. To be mobile and relocate to assigned.

  • Section 1109 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019 provides initial appointments into the Senior Executive Service (SES) within the Department of Defense (DoD) without subject to certification of Executive Core Qualifications (ECQ) by the Office of Personnel Management (OPM), Qualifications Review Board (QRB).

Your resume will be evaluated by an SES rating and ranking panel, and afterwards, highly qualified candidates will undergo the Structured Interview process.

The Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur.

In lieu of the narrative statement, current career SES members, reinstatement eligible, and SES Candidate Development Program graduates must provide the documentation listed in item #4 - you must load your SF-50 or certificate under the Executive Core Qualification.

3. Performance Assessment. (MANDATORY SUBMISSION): Submit ONE of the following: A signed letter of recommendation dated within the last three years that assesses your performance; *or* your most recent signed performance appraisal. (Please do not submit any prior appraisals.)
