Summary

This position is located in the Executive Office of the President, Office of Management and Budget, Management and Operations Division. The primary purpose of this position is to provide policy and management officials in OMB with management advice, consultation and assistance in human resources matters.

Responsibilities

As a HUMAN CAPITAL SPECIALIST, GS-0301-13/14, your typical work assignments may include the following:
    • Provide assistance to OMB leadership in all aspects of human capital management, including reviewing and recommending organization alternatives to enhance OMB's performance in the crucial area of human resources management.
    • Works with managers, human resources staff, and other community councils/organizations to determine innovative approaches to hiring the right talent commensurate with the unique and specific needs of OMB.
    • Works with OMB managers to ensure employees are given clearly defined and consistently communicated performance expectations.
    • Advises managers regarding rating, rewarding and holding employees accountable for achieving specific business goals, creating innovation, and supporting continuous improvement.
    • Sets the workforce development strategy for the office.
    • Assesses workforce characteristics and future needs based on OMB mission and strategic plan.
    • Aligns the office human resources policies and programs with organization mission, strategic goals and performance outcomes.
    • Develops and advocates a culture of continuous learning to attract and retain employees with superior abilities that coincide with OMB mission and objectives.
    • Develops policies and programs to attract, retain, and promote a diverse workforce for OMB.
    • Conducts special studies and analyses of personnel and human resources data.
    • Analyzes and recommends alternative procedures and processes necessary to effect administrative and human resources management decisions.
    • Works with OMB managers to implement personnel policies regarding recruitment and placement, personnel reassignments, and position management.
    • Tracks and provides analysis on Full Time Equivalents (FTEs) and other personnel resources allocations.
    • Prepares data and analysis on personnel demographics (e.g., diversity, gender, grade, etc.)

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-12 level or comparable pay band in the Federal service or equivalent experience in the private sector that includes: 1) Providing human capital support to senior leadership on various human resource disciplines 2) developing or modifying Human Resource policies, standard operating procedures or programs for the internal agency 3) providing human resources consultative and technical services to senior officials 4) leading management in change initiatives.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 level or comparable pay band in the Federal service or equivalent experience in the private sector that includes: 1) Providing human capital support to senior leadership on various human resource disciplines 2) developing or modifying Human Resource policies, standard operating procedures or programs for the internal agency 3) providing human resources consultative and technical services to senior officials 4) leading management in change initiatives and 5) serving as the strategic partner on issues of importance to mission-essential goals (building leadership capacity and sustaining the long-term growth of intellectual capital throughout the agency).

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
