Summary

This position is for an Intermediate Care Technician (ICT) for the Day Hospital Unit. The ICT is responsible to the Nurse Manager and works with other clinical staff in the unit. This position has three basic responsibilities: transport of endoscopy scopes and prostate probes to and from Day Hospital/Sterile Processing Services (SPS), transport patients either to acute areas or for discharge, and clinical/administrative support for the delivery of acute and non-acute care in the Day Hospital.

Responsibilities

Clinical Duties may include but are not limited to:
  • Transports endoscopy scopes and prostate probes to SPS following SPS guidelines and time requirements.
  • Escorts patient to lobby for discharge and/or assists with transfers of patients requiring admission.
  • Able to set-up and use electronic thermometers, vital sign measurement equipment, and pulse oximetry.
  • Initiates cardiac monitoring correctly and is able to print rhythm strips or vital sign history.
  • Prepares patient for and obtains 12 lead ECGs; provides privacy and emotional support during test.
  • Independently recognizes certain abnormalities in the ECG strip, e.g. premature ventricular contractions, tachycardia, bradycardia, ventricular fibrillation, etc., takes appropriate action, and notifies the RN or physician immediately.
  • Performs peripheral intravenous catheter insertion according to policy and procedure. Able to discontinue catheters as ordered.
  • Performs finger stick blood glucose testing and documents and reports results according to policy and procedure.
  • Performs Foley catheter insertions/irrigations, ear irrigation, nasogastric lavage, enemas, visual acuity, rapid test swabs and performance of routine tracheotomy care according to policy and procedure.
  • Moves, lifts, transfers and transports patients as necessary using proper lift equipment and correct transfer techniques.
  • Independently observes changes in patient condition and reports signs and symptoms in such cases to the RN.
  • Recognizes emergency situations and responds to them appropriately.
  • Uses S-BAR format to verbally report and/or document in the medical record observations or treatment given to patient to ensure accurate records and quality of care.
  • Will initiate cardiopulmonary resuscitation according to A.H.A. standards; maintains BLS and ACLS certification.
  • Cleans stretchers, wheelchairs and equipment according to policy and procedures. Assists in maintaining adequate inventory of equipment and supplies.
  • Assists with answering call lights, comfort measures, and provision of food/fluids to patients as needed. Provides support and reassurance.
  • Provides patient education such as, but not limited to, blood pressure and glucose monitoring.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2019.

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience as a first responder to emergent situations, experience with extracting, assisting, moving , lifting, transferring and transporting patients, experience in obtaining and documenting patient's vital signs, experience in recognizing emergency situations and episodes of patient deterioration and responding appropriately, experience in utilizing S-BAR format to verbally report and/or document, and experience in venipuncture and collection of specimens..
  • OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Graduate education or an internship that meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (*Transcripts required) .

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Preferred Experience:
  • Current BLS from the American Heart Association (AHA)
  • Current ACLS from the American Heart Association (AHA)
  • EMT Experience/Background

Physical Requirements:
The work requires the Health Technician to be mobile throughout the Emergency Department and medical center as needed, involving standing, walking, bending,pushing, and lifting (moderately heavy). The Health Technician should be capable of prolonged standing/walking and be physically capable of pushing equipment, wheelchairs and patient stretchers.

There is no educational substitution at this grade level.
