Summary

This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. You will serve as an INSTRUCTIONAL SYSTEMS SPECIALIST in the DIGITAL CONTENT DEPARTMENT (DCD) of TRAINING AND EDUCATION COMMAND.

Responsibilities

  • You will determine the learning objectives and task learning relationships, cluster learning events, organize course content, and develop instruction design plans.
  • You will plan and organize work, determine possible sources of information, and conduct fact finding.
  • You will specify the time and emphasis given each unit or module of study in terms of training objectives and continuity.
  • You will create reliable and valid test and survey items based on course content.
  • You will advise officials, members of boards and committees, and military and civilian personnel on recommendations, planning, review, and research as related to an instructional or training development project at the level of the assigned activity.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing and applying new program methods, approaches, and technologies for education and training program improvements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Candidates must apply within two years of degree or certificate completion. Veterans who are unable to apply to the Program with two years of receiving their degree due to military service obligations have up to six years to apply to the Program after degree or certificate completion.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
You must have successfully completed a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. Course work must include study in at least four of the five following areas:
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Applicants may substitute education for experience in the following situations:
Your resume must demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
