Summary

This position is located in the Asset Marketing and Management Branch of the Federal Deposit Insurance Corporation and provides support in the compliance of the Affordable Housing Program.

Responsibilities

- Serve as the technical expert providing guidance and interpretation on wide-ranging FDIC Affordable Housing Program policies and regulation.

- Develop and implement new and/or modify existing FDIC Affordable Housing Program initiatives, policies, procedures and monitoring processes that would promote and enhance program goals and objectives; perform necessary research and analysis to justify the appropriateness of implementing the proposed policies; prepare written recommendations to DRR senior management and Legal Division; and respond to inquiries regarding proposed program policy matters.

- Monitor and enforce program participants' compliance with FDIC Land Use Restriction Agreements, program policies and guidelines. Perform work independently with diverse functional skills related to affordable housing, policy and compliance.

-Organize, plan and administer compliance reviews of state housing agencies to ensure program compliance; prepare reports summarizing findings and work with monitoring agencies to resolve deficiencies.

- Develop and communicate highly technical information, both orally and in writing, to audiences outside the Division, including FDIC officials, private sector executives and managers.

- Prepare management reports, briefing materials, presentations, summary findings, memoranda and recommendations for senior management.

- Develop and maintain effective working relationships and serve as the point of contact with state housing monitoring agencies, Department of Housing and Urban Development (HUD), FDIC Legal, senior management and other internal and external stakeholders.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicant must have one year of specialized experience equivalent to at least the grade 12 level in the Federal service.

Specialized experience is experience overseeing the administration of affordable housing program requirements governed by multi-family, single-family/condo, and master Land Use Restriction Agreements. Experience must include providing direct oversight and guidance to State Housing Agencies and public and private non-profit entities; and monitoring and enforcement to ensure property owners' compliance with affordable housing programs; and effectuating Land Use Restriction Agreement releases, terminations, modifications and Subordination Agreement requests; and developing and implementing policies and guidelines related to affordable housing program.

1. Knowledge of policies, procedures, statutory and regulatory guidelines underlying the Affordable Housing Program and experience and background in applying this knowledge.

2. Ability to develop internal initiatives, policies and guidelines for Affordable Housing Programs.

3. Ability to conduct compliance review of state housing agencies to assess program risks and present findings related to affordable housing program policies.

4. Ability to collect, review analyze complex financial and non-financial data from a variety of sources and develop logical conclusions.

5. Ability to develop written reports to convey controversial information and issues to groups having diverse levels of understanding.

6. Ability to communicate orally highly technical information to audiences at all levels within and outside the Corporation.

7. Ability to establish collaborative relationships to persuades others to accept recommendations, to and ensure compliance with the affordable housing program.
