Summary

This position is located in the Civil Rights Division's (Division) Administrative Management Section (ADM), Office of Human Resources and Security. In support of the enforcement responsibilities of the Division, ADM provides a diverse array of management and technical services. These services include, but are not limited to, human resources, budget formulation and execution, information technology, facility services, safety and security, and mail and file operations.

Responsibilities

The Civil Rights Division is seeking a Human Resources Specialist to provide services in Employee Benefits related program areas. The successful candidate will provide human resources advisory, consultation services, and operating support to the Division. In this capacity, the incumbent:
  • Applies comprehensive knowledge in the areas of employee benefits, leave, and retirement.
  • Provides guidance and direction to applicants, employees, supervisors, and managers in the development of solutions to problems dealing with the program area. Cultivates and maintains consultative relationship with these individuals to develop strategies and interventions.
  • Serves as a recognized senior adviser for technical guidance on implementing and administering program area and renders broad advisory services and/or policy interpretation on highly complex issues.
  • Monitors human resources program area in order to analyze, develop, and present results of study or finding to all interested parties.
  • Prepares written documentation such as memoranda, policy guidance, and/or informational papers for the employee benefits program areas.
  • Researches human resources policies, regulations, and reference material; analyzes information; selects appropriate approach and recommends corrective action or solutions to personnel-related problems and issues.
  • Keeps abreast of changes in laws, regulations, and agency policies and procedures relating to the various program areas.
  • Performs special assignments and projects. Independently identifies the need for and initiates special projects and studies.
  • Conducts presentations and briefings on employee benefits/leave/retirement topics, policies, and initiatives to Division leadership, supervisors, and employees.
  • Performs other duties, as assigned.

Qualifications

To qualify at the GS-13 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service or other pay system. Examples of specialized experience include: experience that demonstrates in-depth knowledge of laws, rules, regulations, and policies associated with an understanding of human resources management programs sufficient to provide comprehensive technical consultative services to employees and management; experience applying written and communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature; or experience conducting all necessary research, analysis, evaluation, and preparing written responses.

Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
