You will serve as a Logistics Management Specialist in the Logistics Directorate (N4), Logistics Operations Division (N41) of MILITARY SEALIFT COMMAND.

Responsibilities

  • You will serve as a member of the MSC Contracting Officer Representative (COR) team acquiring subject matter expertise on all 132 NAVSUP FLC Regional Ship Husbanding contracts.
  • You will serve as the command?s liaison between MSC units (ships), regional NAVSUP Fleet Logistics Center (FLC), MSC Contracting Officers, Numbered Fleets, USS Fleet Forces Command, Commander Pacific Fleet, and Husbanding Service Providers (HSP).
  • You will provides technical advice, recommendations, clarifications and training to MSC ships on the availability of supplies, services, and ordering methods as well as proper husbanding procedures and payment processes.
  • You will perform periodic reviews, soliciting feedback to ensure document accuracy.
  • You will assemble and submit quarterly Quality Assurance Surveillance Plan (QASP) review and semi-annual Contractor Performance Assessment Reporting Systems (CPARS).
  • You will utilize Financial Management System (FMS) to track and monitor husbanding invoices submissions and invoice payments.
  • You will monitor port visit documentation and use that information to track required data and metrics.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector:coordinating with applicable ships personnel (Supply Officer and Master) and/or contracting staffs ensuring command requirements are met and delivered. Expert experience with principles and techniques to provide advice and guidance to management on potential Husbanding COR Solutions. Expert experience with the field of logistics support. Expert experience with performance evaluation methods, surveillance techniques, and regulations to surveillance of Husbanding Service Provider (HSP) performance. Experience with pre-award and post award contracting policies and procedures to conduct reviews of HSP contract. Experience with service acceptance for unit activities.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

The work is both sedentary (normal office environment) and physical, requiring the incumbent to travel to work to and work in shipboard environment.

Incumbent is required to perform some work aboard ships which includes walking, standing, climbing, lifting, and bending.

Incumbent must be able to meet physical stresses and quickly adjust to the demanding environments of the various areas of operation in order to perform the mission

Work requires the incumbent to travel at least 20 percent of the time, where Boots-On-Ground (BOGs) may be required to/from the ports of areas of operation during each MSC ship port visit. Travel to various port locations may be required, including possible austere remote locations.

Incumbent may be required to routinely perform overtime and/or be on call (24/7 during port visits assigned period of performance which includes timeline starting form receipt of initial Standard LOGREG to port visit completion, acceptance and certification)

Work may may include nights, weekends and/or holidays are required mission support dictates.

Work may entail working outdoors, onboard ships, and/or pier side.

There may be a need for member to ride ships for short periods, as practical, regardless of fleet area of responsibility (AOR)
