Summary

You will serve as the Modernization Branch Manager for Hull, Mechanical, and Electrical (HM&E) systems in the STRATEGIC AND FAST ATTACK SUBMARINE PROGRAM OFFICE of NAVSEA PMO.

Responsibilities

  • You will serve as the Modernization Branch Manager, independently coordinate the design development, technical reviews, and approvals of Hull, Mechanical, and Electrical systems.
  • You will provide oversight for modernization change development, including pro-actively driving the development and review of technical and design drawing information for submarine classes.
  • You will validate the program configuration record data and logistic support requirements.
  • You will oversee planning yard design personnel for assigned alteration tasks, and coordination of design development and verification reviews provided by technical and program office personnel both within and outside of NAVSEA.
  • You will identify and implement best practices for the SHIPALT approval approach with all submarines to reduce cost and time during approval process throughout the in-service period.
  • You will apply program concept principles and processes, develop and manage project budget plans, and generate metrics and trend analysis products that support process improvement initiatives.
  • You will be responsible for program elements that include incorporating standardization, commonality, configuration management, risk management, design for logistics support, test and evaluation, and modeling and simulation.
  • You will research, design, evaluate, install, operate, or maintain engineering products, equipment, systems or processes to meet submarine modernization program requirements.
  • You will proactively integrate the objectives and goals of the NAVSEA Equal Employment Program, and be cognizant of responsibilities as outlined in the NAVSEA Affirmative Action Plan.
  • You will interface with key stakeholders, as required to ensure product development schedules are maintained in accordance with associated Fleet priorities and technical/logistic and contractual issues are resolved.
  • You will serve as a recognized expert and consultant to ensure reliability and accuracy in the identification, development and implementation of recommended solutions to highly complex problems.
  • You will establish work assignments to be accomplished by the employees in the program; setting priorities, preparing schedules for work completion, and ensuring the timely performance of satisfactory work efforts.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position has a control point; thus, the salary range for this position is capped at the GS-15, step 05 level (currently equivalent to $156,228). If your current salary is above this amount, your salary may be matched.


Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-12/13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer leading the Hull, Mechanical and Electrical (HM&E) systems integration process as applies to configuration modernization activities on naval submarines.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

1) Successful completion of a bachelors degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelors degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position; -OR-

2) Possess a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelors degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelors degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
