Responsibilities

Serves as a Clinical Director at a Bureau of Prisons' (BOP) federal correctional facility. The Clinical Director functions as the primary physician for a full scope and range of medical services to the inmates confined at this facility.

Responsible for clinical care provided at the institution, including reviewing applications and credentials for membership to the medical staff; interviewing prospective physicians and mid-level providers; implementing and monitoring in-house Continuing Professional Education (CPE) training; maintaining the quality of health records; supervising Physicians (if applicable), and evaluating patient care through an ongoing quality assurance program that identifies problems and their resolution.

Responsible for all health care delivered. Responsibility to consult with other health care providers to provide training and mentoring and to be directly involved with the evaluation and treatment of severely ill and medically complex patient care problems.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and is performed on a regular and recurring basis.

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Basic Requirements:

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association ; Association of American Medical Colleges ; Liaison Committee on Medical Education ; Commission on Osteopathic College Accreditation of the American Osteopathic Association , or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates , a fifth pathway certificate for Americans who completed pre-medical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. If you are selected for this position, you will be required to provide an OFFICIAL transcript prior to your first day on duty.

Licensure:

Applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training:

Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.

Experience:

Applicants must have 5 years of graduate training in the specialty of the position to be filled OR equivalent experience and training. Some examples of this qualifying experience are:
  • Experience in making decisions relative to consultation with members of medical and institutional staff.
  • Experience in providing clinical care, interviewing prospective physicians and mid-level practitioners, supervising Physicians, and evaluating patient care through an ongoing quality assurance program that identifies problems and their resolution.
  • Experience in providing clinical oversight and is responsible for all health care delivered.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

The representative rate for this position is $145,395 per annum ($69.66 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.

The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview, a CVA will be administered. The applicant assessment must be completed within a 70 minute time period and a passing score must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Note: The Core Value Assessment will not be administered to current BOP employees.

Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.
