This position is located in the Financial Systems Division, Financial Services Directorate, Chief Operating Officer.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Responsibilities

Provides both professional expertise and systems support in the development and operation of automated financial management and reporting applications. Provides application assistance to functional areas within Financial Services Directorate (FSD), the Library, and legislative branch agency partners during all phases of the development, establishment and maintenance of integrated financial systems.

Provides business process and financial systems advice and expertise to the chief of the Financial Systems Office, all organizational elements of FSD, and all Library application users regarding the development of financial systems policies, systems and operating procedures. Coordinates with Library end users on a daily basis to ensure that requirements are met, and that all activities are performed in compliance. Supports the planning, execution, installation, and training of all new and/or improved financial management processes and systems within FSD, the Library, and the Legislative Branch Financial Management System (LBFMS). Supports other legislative branch agencies using the system.

Applies knowledge of audit, financial management, segregation of duties, internal controls, and financial management principles into system business processes, operations and maintenance. Analyzes financial data to identify issues, discrepancies, patterns and root causes using analytical methods and techniques such as SQL.

The work involves support for the design, development, enhancement, revision, evaluation and implementation of such processes and systems. Work performed must comply with the Library's Project Management Life Cycle and System Development Life Cycle. Studies the accounts, reports or procedural instructions within the broad area of assignment and, as necessary, any legislative and program background pertaining thereto; holds discussions with program officials, employees, supervisors etc., to learn the details of work processes and procedures; drafts instructions, procedures, manuals etc., to implement the proposed system or to correct deficiencies in the financial management system uncovered during the study.

Analyzes work operations to assure full compliance with procedures and published directives. Supports performance monitoring of financial system vendors. Makes formal presentations of completed systems packages for final approval. Acts as catalyst between various office segments and assures smooth continuity of operations. Supports communications for financial system and reporting activities with system users.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of automated accounting systems and operations.**

Ability to review and analyze financial data using analytical methods and techniques to identify and resolve complex financial issues.**

Ability to provide assistance and consultation on financial matters, issues, and data.**

Ability to use financial computer systems and software applications for financial analysis work.**

Ability to interact collaboratively with others.

Knowledge of and ability to apply Federal Generally Accepted Accounting Principles (GAAP), U.S. Standard General Ledger (USSGL), and other accounting industry regulations.

Ability to manage an enterprise-wide implementation of new approaches to software development of applications and systems.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.
