Summary

The Chief Financial Officer oversees PDS' annual budget of approximately $40 million, as well as all strategic and performance planning, budget formulation, budget execution, financial management, accounting, and acquisition services for the organization. The PDS Director delegates to the CFO broad authority for planning and executing all aspects of the budgetary, accounting, strategic planning, and acquisition functions.

Responsibilities

The CFO maintains responsibility for the administrative control of funds, enterprise risk management, and the fiscal integrity of all PDS financial records.

The CFO oversees the development, presentation, justification and execution of the PDS budget, working collaboratively with senior management, the Office of Management and Budget (OMB) and the Congress on budget issues. The CFO participates in Congressional, OMB, and external stakeholder hearings and meetings on budget matters. The CFO also establishes an effective internal control program for the prevention of fraud, waste and abuse and supports PDS' compliance with the Federal Manager's Financial Integrity Act and OMB Circular A-123, including providing authoritative interpretations of PDS policies and procedures governing its financial and acquisition operations.

The Chief Financial Officer:
  • Serves as principal advisor to the Director, Deputy Director, and Executive Office leadership concerning all aspects of PDS financial management and acquisition
  • Directs, coordinates and oversees the activities of all PDS financial functions, including accounting, procurement, budget formulation, budget execution, funds control, and payroll processing
  • Promulgates, maintains and oversees organizational compliance with federal budget, financial and procurement laws, regulations and mandates
  • Oversees the development and maintenance of integrated accounting, financial management and asset management systems, establishing and ensuring the adequacy and effectiveness of information systems and technology tailored to the internal control and financial management needs of PDS
  • Oversees the recruitment, selection and training of personnel to carry out financial management and procurement functions
  • Identifies and reports on financial status, financial conditions and significant financial developments requiring evaluation by PDS senior management and notification to the PDS Board of Trustees
  • Serves as the primary external spokesperson for PDS on financial matters and PDS' primary liaison with OMB
  • Oversees the preparation of the annual financial statements and ensures the annual, independent audit of PDS financial statements.

Qualifications

Minimum of ten years of progressive federal financial management responsibility, including the administration and interpretation of federal appropriations law, the Federal Acquisition Regulation, Federal Travel Regulation, OMB Circular A-11, OMB Circular A-123, as well as Government Accountability Office Green Book and Yellow Book standards. Experience with federal financial and payroll information systems is preferred. The ideal candidate will have demonstrated experience managing personnel and effective teams comprised of personnel at all levels of seniority. At least two (2) years of financial management responsibility in a non-federal work setting is preferred.

Demonstrated experience with or knowledge of the following is required:
  • Presentation to senior executive audiences, including the development and presentation of complex financial data to lay persons and decision-makers, strategic analysis, and assessment of short- and long-range financial and acquisition planning.
  • Formulating OMB and Congressional budgets, developing passback responses and appeals; direct experience serving as a liaison with OMB and Congress is preferred.
  • The federal budget process, including concepts, laws, and regulations, and procedures, as promulgated by OMB, GAO and the Department of the Treasury.
  • Human capital management, including the ability to recruit, hire, train, supervise, direct, and evaluate the performance of employees.
  • Strategic planning and performance-based budgeting.
  • Operational policy development.
  • Organizational acquisition strategy and long-term procurement planning.
  • Organizational and process development, redesign, improvement or reengineering.
  • Financial management systems and associated federal requirements.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal, team-building, and leadership skills.


Education

Bachelor's Degree in business administration, accounting, finance, public administration, or related field is required.

Master's degree in one of the listed fields is preferred. Desirable certifications, obtained through written examination, include Certified Public Accountant, Certified Cost Estimator / Analyst, Certified Government Financial Manager.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Applicants must provide transcripts to support educational claims, for the highest level of education claimed.
