Summary

This position is located in Washington, D.C.

The incumbent serves as an attorney providing legal advice, research, analysis and interpretation of federal, state and local laws, as well as oral and written opinions, memoranda, pleadings, briefs and legal support of all USDA programs and litigation, and performs other legal services as assigned.

Qualifications

For consideration, applicants must meet the minimum qualifications for attorney positions:
  • Successful completion of a full course of study in a school of law accredited by the America Bar Association (ABA) and have the first professional law degree (LLB or JD) (Law School transcript required) and
  • Currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
The duties listed below are described at the FPL GS-14, the GS-13 are developmental leading to such performance.
  • Legal and factual Issues: Cases and questions typically involve complex legal and factual issues for which there are few precedents.
  • Impact of Cases or Problems: The attorney is considered an authoritative source of information of a law related to a major USDA program area or relevant subject matter expertise, as appropriate.
  • Nature and Availability of Precedent Decisions: Decisions frequently involve large sums of money and necessitate a detailed review of complex factual issues and extensive legal research.
  • Public Interest and Money: Cases involve the most important programs of the Department and issues that have major impact on the operations of those programs.
SPECIALIZED EXPERIENCE
Applicants should have demonstrated specialized experience in legal research, have excellent writing and communication skills, and a strong academic record. This experience should be clearly documented in the cover letter and resume.

GS-13: One year of specialized experience, equivalent to the (GS-12) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as an Attorney Advisor. Examples of such experience include: Experience providing professional legal services to an agency/organization. Experience in planning and assigning priorities to tasks and assignments to further develop knowledge of complex assignments. Ability to apply the principles and techniques of legal analysis and practice in order to prepare legal documents. Ability to gain a thorough knowledge of activities and program initiatives to provide timely and relevant legal advice regarding program operations to management officials. Experience in representing clients in negotiations and legal proceedings.

GS-14: One year of specialized experience, equivalent to the (GS-13) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as an Attorney Advisor. Examples of such experience include: Experience providing expert professional legal services to a major agency/organization. Experience developing and recommending litigation strategies and procedures. Working independently to determine methodologies, milestones, goals, and termination points for most assignments. Completes assignments to management requirements with satisfaction of organizational objectives. Expertly represent clients in negotiations and legal proceedings. Mastery of applying principles and techniques of legal analysis and practice to prepare legal documents. Mastery of the principles and techniques of written and oral communication to speak and write with clarity and tact to provide guidance on complex legal issues.

Education

Bar Membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S.accredited college or university.

Narrative: You must submit a written statement, in your cover letter or in a separate document, explaining your interest in working for USDA's Office of the General Counsel, and noting any relevant course work, training, or prior experience that you believe should be considered in evaluating your application.

Pay Scale: The below salary reflects the pay range from GS 13 Step 1 to a GS 14 Step 10. Below are the salary ranges for each grade level:

GS-13: $99,172.00 - $128,920.00
GS-14: $117,191.00 - $152,352.00

  • Mastery of statutes, regulations and precedents related to major USDA program areas or relevant subject matter expertise, as appropriate in order to 1) defend the Secretary in federal sector complaints of employment discrimination or appeals before the Equal Employment Opportunity Commission (EEOC); (2) develop litigation strategies and procedures; 3) aid the Department of Justice in the trial of complaints of employment discrimination or involving decisions appealed from the EEOC, and other complaints related to employment matters; and advise the client agency to (4) determination of the strengths and weaknesses of cases in order to determine whether to negotiate or participate in negotiating settlements on behalf of the Department, including those involving large and small sums of money.
