Summary

Working under the general direction of the Chief Financial Officer, the Associate Financial Officer for Financial Services leads and directs OPM's financial management activities and ensures cross-functional one stop accounting support, assistance, advice and guidance to agency managers and customers. The incumbent oversees the processing of OPM's financial transaction and ensuring that all activities are recorded, compliant and reported in accordance with applicable laws, rules and regulations.

Responsibilities

  • Serves as a technical and policy advisor to the CFO and DCFO on all matters relating to accounting and financial management operations, policy and reporting;
  • Advises on and support the governance and oversight of accounting and financial management activities performed by OPM's Shared Services Provider resulting in improved business processes;
  • Analyzes internal organizational processes and uses a structured approach to identify and implement improvements;
  • Works closely with the Financial Systems Management to establish strategic objectives and milestones that will guide and monitor the implementation of OPM's Cost Accounting and Management program;
  • Assures the formulation and establishment of strategic long-range and short-range financial management planning for the Agency's financial management functions;
  • Assures adequate controls over all financial operational activities including: Case and credit management operations, debit collection, real property, equipment and inventories agency wide;
  • Managing, developing and monitoring financial management policy to ensure OPM compliance with the standards and directives issued by FASAB, OMB, GAO and the Treasury;
  • Produce quarterly, semi-annual and annual financial reports for both internal use and submission to Treasury, OMB and other federal entities as required;
  • Oversee the preparation of annual financial statements, footnotes, required supplementary information and financial aspects of the Management Discussion and Analysis for inclusion in OPM Annual Financial Report;
  • Review the consolidation financial statements and works with the Inspector General and other auditors to improve the statements independent review and auditability.

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and Technical Qualification(s), listed below.

TECHNICAL QUALIFICATIONS:
1. Demonstrated ability to plan, direct, and execute daily accounting operations and financial management activities for a major organization (e.g. federal agency, state or local government or multinational corporation) to include the compilation of audited financial statements.

2. Extensive knowledge of and experience establishing and monitoring policies and internal controls for financial and accounting operations, including investment management.

DESIRED QUALIFICATIONS
1. Certified Public Accountant (CPA), Certified Government Financial Management (CGFM) or other equivalent certifications;
2. Experience with managing cash flow for large funds;
3. Ability to manage large trust funds and investment portfolios/accounts;
4. Experience with Financial system modernization and implementations.

Education

EDUCATIONAL REQUIREMENT FOR THIS POSITION

Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful
completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Relocation expenses will not be paid. Current OPM employees may qualify as an exception.
  • Salary for Senior Executive Service positions varies depending on qualifications.
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
  • Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
  • Veteran's Preference does not apply to the Senior Executive Service

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.
