Summary

This vacancy is for multiple Program Analyst positions in the Associate Director for Decennial Census Programs (ADDC) area, located at the U.S. Census Bureau Headquarters, Suitland, MD. Positions may also be filled at Greenbelt, MD or Navy Yard, Washington, DC.

This Job Opportunity Announcement may be used to fill other Program Analyst, GG-0343-14 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

Responsibilities

  • Develop short-range plans for high level financial and budget related issues.
  • Analyze and evaluate administrative and program issues.
  • Develop materials for the presentation of program initiatives.
  • Make presentations to reporting divisions and Bureau managers on behalf of the Associate Director.
  • Evaluate the operating demands placed on reporting divisions due to workload.

    Non-Current Career/Career Conditional U.S. Census Bureau Employee: This position will be filled as a Temporary Appointment not to exceed 1 year or 09/26/2020, whichever comes first with the possibility for extension at management's discretion.

    A trial period may be required.

    This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

    This is a NON-BARGAINING unit position.

    Relocation expenses may not be paid.

    The Census Bureau is accessible from the Metro Rail Green Line-Suitland Station.

    Qualifications

    Specialized Experience: For the GG-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal services. Experience for this position includes conducting analysis and performing projections of planned vs. actual expenditures. Developing short and long-range plans related to budget and financial issues and activities. Plan research activities and develop materials to respond to data calls and inquiries. Analyze and evaluate the effectiveness and efficiency of programs and operations.

    Education cannot be substituted for experience at this grade level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You will be evaluated for this job based on how well you meet the qualifications above.
