Responsibilities

  • Budgeting techniques, use of financial management products, resources distribution, program priorities and development of financial plans.
  • Provides the full range of financial services to include financial management, trend analysis, cost performance, budget guidance and advice to management.
  • Participates with management in preparing detailed cost estimates, program plans/reports and/or schedules for programs.
  • Performs research to obtain a variety of cost schedule and performance data; thoroughly analyzes data to derive relationships involving system parameters, schedule and cost variances.
  • Provides financial reports showing the status of receipts, obligations and expenditures of funds, trend analyses of rates of expenditures, comparisons of actual performance to the financial plan and identification of variances.
  • Identifies deviations to the financial plan.
  • Manages the government purchase card.
  • Administers the Defense Travel System (DTS) program and reconciles financial discrepancies.
  • Completes a monthly financial obligation plan and a status of funds report.
  • Provides advice, assistance, and guidance on financial related matters.
  • Performs budget formulation work involving preparation of detailed analyses of annual and or multiyear budget estimates.

Qualifications

DCMA Permanent Employee Applicants: Current DCMA employees will be converted to a Temporary Position Not To Exceed 1 year, your appointment may be extended up to a maximum of 3 years. This position may be made permanent without further competition to those candidates that have non-competitive status.

QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-09 . Specialized experience is defined as: Experience applying financial management policies, procedures and regulations in order to justify, execute and formulate budget projections. Utilization of a variety of automation tools such as Excel, PowerPoint and Access in order to prepare reports, perform data collection and provide management with cost analysis. Experience presenting briefs and providing recommendations on financial discrepancies.

Education can be substituted for experience.
