Summary

This position is part of the, US Trade and Development Agency, The incumbent serves as the Agency's Administrative Officer, responsible for planning, obtaining, providing and monitoring a variety of administrative services essential to the operation of the Agency.

Responsibilities

  • Provides technical expertise and operational support in the areas of administrative planning and services, human resources management, space design and allocation, security procurement, and facilities and property management.
  • Manages the HR management program, oversees all matters related to recruitment, position management, classification, employee development , performance management, awards, human capital policy development, and organizational analysis and reporting.
  • Serves as the Contracting Officer Representative (COR) of the Agency's Information Resource Center (IRC) operations and support services, administering the contract, initiating and negotiating changes in personnel and servicing.
  • Serves as the Agency's overall Continuity of Operations (COOP) Coordinator, with primary responsibility for the Agency's emergency planning and evacuation exercise.

Qualifications

At the GS- 14 level, you must meet the following qualification:

One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, abilities and competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes activities such as: 1) managing, developing and evaluating the administrative management functions of an organization; 2) coordinating human resource management operations; 3) serving as a primary advisor to senior managers on the full range of administrative matters; and 4) responding on behalf of a supervisor on technical inquiries related to security, real estate and leasing agreements, facilities management, procurement, and office administrative procedures.

Delegated Examining (DE) Certification is highly desired

Only experience and education obtained by the closing date of this announcement will be considered.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:
The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Selection may require completion of a 1-year probationary period.
