Summary

The Office of Protective Services seeks a highly skilled individual to serve as Insider Threat Program Manager.

This position is being announced with vacancy number HQ19D0024 open to all US citizens and nationals. Only one position will be filled as a result of these two vacancy announcements.

Responsibilities

  • Ensures clear, concise, consistent application of NASA's Insider Threat Detection and Prevention Program in accordance with Executive Order 13587, other Presidential guidance and the NASA Security Program mission and goals.
  • Develops and implements Agency-wide policies, strategies, programs, projects, training programs, response protocols, and initiatives that enhance the NASA Insider Threat Detection and Prevention Program capabilities and effectiveness.
  • Provides functional guidance to NASA Centers and serves as a liaison with other government agencies to coordinate the Insider Threat Detection and Prevention Program activities and requirements.
  • Establishes frequent and active communication through personal contacts and meetings with key NASA Headquarters and Center representatives, as well as other government representatives on the progress of coordinated efforts and projects.
  • Serves as key advisor to top Agency officials to provide advice and assistance in the implementation of NASA's Insider Threat Detection and Prevention Program.
  • The ideal candidate currently holds a Top Secret security clearance with access to Sensitive Compartmented Information (SCI). Please indicate the level of your clearance in your resume.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade (GS-14), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience is defined as:

1. Implementing and managing an insider threat and detection program in compliance with Executive Order 13587;
2. Monitoring, investigating, and analyzing systems to assess program vulnerabilities; AND
3. Developing and implementing policies and plans for an insider threat program.

Additional information

Current Federal employees must meet time in grade and three months after competitive appointment restrictions by the closing date of the announcement.

Any individual selected for this position must be able to obtain and maintain a Top Secret/SCI security clearance.

This is a drug testing designated position, subject pre-employment and random drug testing.
