Fairfax County, a diverse, dynamic and growing jurisdiction in the Washington D.C. metropolitan area is seeking a highly motivated and qualified planner or engineer to work across multiple disciplines in the transportation planning field. Work assignments will focus on evaluating the transportation impacts of land development applications through a review process. Desired skills and knowledge for this position include an understanding of traffic operations, multi-modal transportation planning for pedestrians, bicyclists, transit riders, and drivers as well as site-specific and small area planning and coordination. Specifically, assignments will include review of land development applications submitted to the County to identify transportation improvements for proposed uses in coordination with county plans and policies. Completion of this task will involve interaction with applicants, county staff, VDOT, the Board of Supervisors, Planning Commission, and the public to reach workable solutions to complex challenges. This will require site visits and the ability to evaluate traffic analyses and development plans, prepare professional reports, and speak and present at public meetings. In addition, this person could be responsible for handling requests related to the continued use of right-of-way for public purposes. Through these efforts, the selected candidate will have the opportunity to facilitate implementation of transportation improvements throughout Fairfax County.

Position may be underfilled as a Transportation Planner I; the Underfill Requirements are stated below in the Employment Standards section.

Illustrative Duties

Depending on the functional area of assignment, performs the following tasks:
  • Performs traffic demand management studies, analyses and program implementation;
  • Evaluates the transportation impacts of development applications, including post-approval activities such as proffer tracking and enforcement;
  • Reviews and evaluates studies of roadway intersections and roadway segments to determine deficiencies and solutions;
  • Reviews design plans for multi-modal capital projects;
  • Develops recommendations based on analyses, forecasts and surveys;
  • Prepares correspondence and reports summarizing process and findings of transportation analyses;
  • Attends citizens' meetings and hearings to present and discuss findings and plans.


Required Knowledge Skills and Abilities

Depending on the functional area of assignment, must possess the following KSAs:
  • Working knowledge of the principles and methods of transportation/transit planning and analysis;
  • Ability to conduct transportation/transit studies;
  • Ability to work independently, to set individual priorities, to manage time effectively and to apply consistently sound judgment;
  • Ability to collect, analyze, and interpret research data and present in written/graphic form, making sound practical recommendations;
  • Ability to make oral presentations to department management, other departments, or the public;
  • Ability to use transportation planning/analysis software, word processing, spreadsheet, and presentation software to prepare documents and to store, manipulate, analyze, and present information;
  • Ability to establish and maintain effective working relationships with county and government officials and the general public.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

UNDERFILL REQUIREMENTS:
This vacancy will be underfilled at the level of Transportation Planner I (Grade S21, $50,739 - $84,565). The employment standards for the Transportation Planner I are: Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field. Upon completion of an underfill agreement (which will require that the employee meet the employment standards stated above in addition to obtaining competencies defined by the hiring agency) the employee will be elevated to the level of Transportation Planner II.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
An ideal candidate will have proven in their application through a detailed educational and work history, to be a self-motivated, dynamic, and creative with a record of generating innovative context-sensitive solutions to complex challenges in collaboration with varying groups and organizations. This person will have a background in transportation planning or a related field with experience reviewing development applications and evaluating transportation impacts from land use proposals while taking into consideration operational improvements and multimodal system enhancements through review of traffic impact analyses. The candidate should be able demonstrate experience coordinating with local, state, and federal government organizations throughout professional planning projects. Additionally, the candidate will also be able to demonstrate excellent written and oral communication skills, strong negotiation skills, and the ability to establish priorities and meet deadlines for multiple concurrent assignments and complete work projects independently with minimal direction.

PHYSICAL REQUIREMENTS:
Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items less than 25 pounds in weight. All duties performed with or without reasonable accommodations.
