Job Announcement

Under general supervision of the Professional Development Manager, conducts needs assessments, designs, develops and delivers training course offerings, or arranges for them to be conducted by a vendor, on an identified group of evidence-based practices (EBP) and programs in the CSB. Measures fidelity of the evidenced practices and proposes recommendations for ensuring high fidelity ratings. Assesses appropriate evidence-based programs and practices for use in the CSB, or areas of the CSB, to clinical operations leadership by staying abreast of the current EBPs and best practices promulgated by the federal and state agencies that are of relevance to behavioral health agencies. Works closely with senior service delivery leadership on promoting the use of EBPs and best practices and adapting as possible EBPs to specific programs. Keeps records of the EBPs and best practices that are delivered and implemented and makes reports to the clinical leadership on the success and areas of improvement related to EBPs promulgation.

Illustrative Duties

  • Serves as a consultant to departments and agencies on various training/personal development issues;
  • Delivers and/or coordinates the delivery of various training programs on a countywide basis (i.e. supervisory development, staff training, and other personal development programs);
  • Assesses training needs of various divisions/departments and makes recommendations on program offerings;
  • Researches new training programs and makes recommendations on their procurement;
  • Coordinates the delivery of courses and prepares course descriptions for inclusion in training program catalogs and announcements;
  • Researches technology-based training;
  • Facilitates team-building exercises at the work group or departmental level;
  • Plays a support role in the implementation of various organizational development activities.


Required Knowledge Skills and Abilities

  • Considerable knowledge of adult learning theories;
  • Knowledge of group/team dynamics;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to conduct training needs assessments and develop and present training programs;
  • Ability to manage projects;
  • Ability to facilitate meetings and consult with agency staff and management;
  • Ability to keep current on the latest training theory and practice;
  • Ability to work independently and as a member of a team;
  • Ability to establish and maintain effective working relationships with peers and other county employees.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to the following: graduation from an accredited college or university with a bachelor's degree in education, business administration, public administration, or a closely related field; plus three years of professional experience in curriculum development, delivery of training courses, needs assessments, and facilitation of team-building exercises.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, and a sanctions screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.

PREFERRED QUALIFICATIONS:
  • Knowledge of Adobe Captivate, Articulate Storyline, or another e-learning authoring tool to create web-based professional development programs.
  • Experience acting as an internal consultant to multiple departments.
  • Project management experience, to include experience managing multiple projects at the same time.
  • Instructional design experience with creating instructor-led and web-based training courses.
  • Knowledge of adult learning theories.
  • Experience with facilitating instructor-led training, conducting workshops, and public speaking.
  • Excellent communication skills, both written and verbal.
  • Decision-making and problem solving skills.
  • Willingness to learn; quick learner, especially with technology; positive attitude; dependable; adaptable.
  • Ability to make decisions and solve problems.
  • Ability to plan, organize, and prioritize work.
  • Ability to obtain and process information.
  • Ability to work cooperatively with others.
  • Ability to work well on a team.
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature. Ability to read data on computer monitor and operate keyboard driven equipment is required. Must communicate with others and be able to lift up to 15 pounds. Sufficiently mobile to travel to various sites. Ability to lift audiovisual equipment, training materials, and set up training room as needed. All duties perform with or without reasonable accommodations.
