Responsibilities

Serves as Human Resources Technician, Human Resources Management Systems (HRMS), Business & Support Services Division (MR). Under the direct supervision of the HRMS Program Manager provides administrative support and assists in the functional analysis, design, and implementation of a state of the art PeopleSoft HRMS.

Uses personal computer, terminal and software programs to enter data, complete forms and correct errors and omissions in HR documents, files, and records as needed. Provides Help Desk support to field activity users. May assist the payroll department with the payroll functions, including running the centralized pay process.

Assists field personnel in the "how to" of proper data entry requirements of the new HRMS. Participates in the "Train the Trainer" approach to HRMS knowledge transfer to MCCS activity People Soft users. Assists with onsite training to field users on Human Resources, Benefits, Training Admin, Time and Labor, Self Service, Manager Self Service, and Payroll functionality.

Runs audits to obtain missing data from current files. Contacts appropriate field offices to ensure proper input. Corrects/inputs data into the computer processing systems, and reviews output for accuracy.

Provides Security Administration for the system by adding, deleting, changing users to Peoplesoft security. Updates departments to the security tree.

Participates in making recommendations to the Supervisory Human Resources Specialist (Information Systems) to eliminate manual processing, ensures data accuracy and improves reporting methods to meet both local and Headquarters requirements.

Works with the Lead Human Resources Specialist (Information Systems) to assist in the design, implementation and maintenance of required personnel databases. Applies a standardized body of Human Resources (HR) knowledge, rules, procedures, and operations sufficient to perform a full range of HR support assignments to include staffing, recruitment, employee relations, workforce management, payroll and EEO. Uses personal computer to prepare HR documents with complicated formatting, e.g., headers and footers and uses personal computers and software programs to extract, revise, or sort information from file, records, or databases.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs may be required.

Qualifications

BACHELOR'S DEGREE from an accredited college or university in a field appropriate to work of the position; OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above; OR THREE YEARS of practical experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.

Experience that provides general knowledge of automated information systems. Skill to use instructions and pre-established guidelines and knowledge of commonly used concepts, practices, and procedures to perform human resources functions, and ability to use this knowledge in the operation and input of data into the personnel/payroll system. Extensive knowledge of Microsoft office applications with an ability to prepare complex documents and presentations containing tables or graphs. Ability to write clear procedural instructions for user personnel, and to communicate orally and in writing to peers and officials at headquarters elements and field activities.
