Responsibilities

The Access Board (or U.S. Architectural and Transportation Barriers Compliance Board) is an independent Federal agency devoted to accessibility for people with disabilities. It operates with about 30 career civil service staff and a 25 member governing board of cabinet level representatives from Federal departments and public members appointed to fixed terms by the President. Key responsibilities of the Board include:
-Developing and maintaining accessibility requirements for the built environment, transit vehicles, telecommunications equipment, and for electronic and information technology,
-Providing technical assistance and training on these guidelines and standards, and
-Enforcing accessibility standards for federally funded facilities.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Administers the Records Management Program; provides expertise and leadership in the management, maintenance, retention, storage, retrieval, and disposition of records; serves as the subject matter expert on records and information management guidelines, policies, and procedures; provides guidance and support to others in their compliance with the Federal regulations related to managing records
  • Manages the operation and evolution of the library; establishes agency standards to meet the informational document needs; assures integrity, accessibility, and timeliness of the collection, including maintenance of an online catalog and desktop access information, and current and historical document resources; and develops, evaluates, and executes internal policy, procedures, and services.
  • Administers and performs work involved in the procurement of supplies and services. Establishes new and modified policies and operating procedures for obtaining products and services; resolves problems and prepares reports on procurement activities; identifies resource needs; selects vendors; executes purchases; manages the bankcard; reviews billings and resolves discrepancies; reconciles and completes reports; and maintains records
  • Serves as a Contracting Officer Representative; coordinates execution and monitoring of contract requests, reconciles program budget, and assists in monitoring contract performance and termination

Qualifications

You must meet the following requirements within 30 calendar days of the closing date of this announcement.

Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.

Specialized Experience for this position is experience that included responsibility for directing a variety of support services including managing and organizing records and documents, purchasing supplies or equipment, and interpreting and providing guidance on related policies and procedures.
Examples of qualifying specialized experience include:
- Management analyst that included study, analysis, or evaluation leading to the development or improvement of administrative policies, practices, and procedures.; OR
- Administrative assistant work that included maintaining online records and websites; or other work that demonstrated knowledge of records management.: OR
- Military or civilian experience that included responsibility for directing a variety of support functions such as communications, procurement, property management, mail service, facilities, etc.
OR
You may substitute education for specialized experience: Master's Degree or equivalent graduate degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management field related to the position, or 2 full years of progressively higher level graduate education leading to such a degree.
OR
You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours may be combined with experience.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
