Responsibilities

The Department of the Interior:
  • **Manages one in every five acres of land in the United States.
  • **Operates more than 800 dams and irrigation facilities.
  • **Oversees water projects that irrigate lands generating 60 percent of our Nation's vegetables.
  • **Manages lands and waters that generate one-third of the Nation's domestic energy supply.
  • **Undertakes research and provides scientific information to advance our knowledge of our surroundings.
  • **Serves American Indians, Alaska Natives, and affiliated island communities.
  • **Works with States to restore abandoned mine land sites and protects communities.
  • **Manages 388 national park units and 542 wildlife refuges.
  • **Employs over 75,000 individuals at approximately 2,400 locations across the United States, Puerto Rico, U.S. territories, and freely associated states who work with thousands of state, local, and public interest groups to help cities and towns address their natural resource needs.

MAJOR DUTIES INCLUDE BUT ARE NOT LIMITED TO:

The Associate Director for Visitor and Resource Protection supervises the work of the Deputy Associate Director, Visitor and Resource Protection; Chief, Fire and Aviation Program; Chief, Law Enforcement, Security and Emergency Services; Chief, Risk Management; Chief, Public Health, Chief, Wilderness Management; Chief, US Park Policy; Chief, Regulations and Special Park Uses; Chief, Federal Law Enforcement Training Center (FLETC), and program specialists in Homeland Security and Internal Affairs.

The Associate Director, Visitor and Resource Protection (VRP) serves as the principal advisor to the Directorate on protection and emergency service matters for National Park Service (NPS) facilities, sites, visitors and employees. The executive establishes policies to provide protection, security and law enforcement, critical infrastructure, facilities, and protection of natural and cultural resources from poaching, illegal collecting and malicious destruction.

The selectee will be responsible for the following: 1) serving as the principal advisor to the Directorate on protection and emergency matters for NPS facilities, sites, natural and cultural resources, visitors and employees; 2) establishing policies to provide protection, including chemical, biological, and radiological protection, as well as security, law enforcement, protection of critical infrastructure and facilities, and protection of natural and cultural resources from poaching, illegal collecting, and malicious destruction; 3) addressing the full spectrum of potential threats to NPS sites and visitors by utilizing a balanced strategy of prevention, preparedness, detection, response, crisis management, and consequence management; 4) ensuring communication and data networks are in place as they impact Federal security responsibilities; 5) serving as the focal point for coordination with the leadership of the Department of the Interior, the White House, CIA, FBI, Homeland Security, USPP and other federal agencies, as well state and local authorities, on matters involving protection, security, safety and emergency services that impact NPS; and 6) directing operations related to administration, including human resource management and equal opportunity.

This is a Category 4 position.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required narrative statements for the technical and Executive Core Qualifications described in this vacancy.

Technical Qualifications:

2. Knowledge of applicable laws and regulations dealing with resource protection, cultural resources, archaeological sites, poaching and the preservation of other resources of public lands.
