Responsibilities

  • As Deputy Director of the Wallops Flight Facility (WFF), the incumbent shares full responsibility for the direction and management of NASA's principal facility for management and implementation of NASA's Suborbital Research Program.
  • The mission plan of the WFF includes achieving NASA's strategic objectives for scientific and educational excellence through integration, launch, and operations of suborbital and special orbital payloads.
  • The incumbent serve as the Suborbital Program Manager, and oversee the safe and successful execution of SSOPD projects and missions in formulation and development.
  • More specifically, the incumbent with the Director establishes policy and provides total management responsibility for the Suborbital Research Program, including:
  • 1. Sounding Rocket, Balloon, Aircraft, SmallSat/Rideshare, and Educational projects;
  • 2. Wallops Island Research Range (launch range and research airport) and Mobile Research Range and remote ground stations (Bermuda), to support launch and flight operations at both Wallops and mobile locations throughout the world;
  • 3. Oversees the management of NASA's sole launch range, and serves as the NASA POC for regional partnerships (DoD, Mid-Atlantic Regional Spaceport, etc.) to provide support to U.S. Government Agencies and commercial launches to orbit from WFF; and
  • 4. Range Safety and Institutional Safety.

Qualifications

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources.

SES TECHNICAL QUALIFICATION QUESTIONS

1. Demonstrated experience in leading a multi-faceted organization with operational experience in solicitation, formulation, and implementation policies and processes for Earth and space science research flight missions.

2. Demonstrated experience in managing scientific and technical programs, contracts and contractors, integrate budget and performance objectives, and technical personnel.

3. Demonstrated ability and vision to strategically manage full range of operations including but not limited to suborbital technical capabilities, launch range facilities, infrastructure, staffing, resources, and environmental compliance for a large organization driven by a changing environment.

Education

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science. Degrees in engineering technology are not considered to be qualifying for this position.
