Responsibilities

This position is located in the United States Capitol Police (USCP), Chief of Operations, Command and Coordination Bureau, Command Division, Command Center. The Command Center provides continuous oversight and support to USCP operations and implements response and recovery plans as needed, prioritizing the allocation of resources and personnel assuring effective direction for response. The Command Center is also the primary source for emergency action messages directed toward congressional stakeholders during critical incidents.

As a Command Center Operations Specialist you will:
  • Provide technical and high-level operations support related to the mission sets of the Command Center.
  • Identify threats, sequence and patterns of threat activity in an effort to minimize risk to ongoing operations in/around/affecting the U.S. Capitol and Legislative Branch of Federal Government to ensure Continuity of Congress, Continuity of Government, and the Continuity of Operations.
  • Receive information from the field and other elements, ensure it is processed and further disseminated, and initiate deployment of personnel and equipment.
  • Monitor various emergency communications devices and security systems, including those owned by partnering law enforcement departments. Coordinate with partnering law enforcement agencies to monitor airspace operations.
  • Utilize a variety of notification/communications systems, such as electronic mail, SMS text, desktop, and telephones through a public address and annunciators system, to deliver emergency notification messages to the congressional community and others located within the Capitol Complex.
  • Prepare, update, distribute, and maintain a variety of documents that involve general information, threats, or intelligence. Examples include incident reports, activity logs, event timelines, memoranda, correspondence, and statistical data.
  • Search and gather information from a wide variety of law enforcement sources, ensuring information contained in each data entry is accurate and provides a clear accounting of incidents and daily activities.
  • Assess large quantities of information and select information that is relevant to the USCP and those it protects.

  • Successful completion of a Background Investigation is required.
  • Must complete a one year probationary period.
  • Must have Direct Deposit.
  • Must be able to obtain and maintain a top secret clearance.
  • Shift work is required.
  • Must work rotating shifts during training and be available for any shift.
  • Must complete all required training.


Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

Qualifying experience for the CP-7 level includes one (1) year of specialized experience equivalent to at least CP-6 or GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience for this position is defined as experience: coordinating emergency response resources by receiving and disseminating information simultaneously through appropriate chain of command and coordinating activities within an incident command system. Such experience includes monitoring emergency communication devices and systems; monitoring and performing surveillance of a geographic area utilizing map skills and deploying resources; and facilitating the flow of information from a central command area in a military, law enforcement or emergency management environment.

Substitution of Education for experience: A Master's degree or equivalent graduate degree or 2 full academic years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.
OR
Combining Experience and Education: Equivalent combinations or successfully completed education and experience may be used to meet the experience requirements.

Additional information

Shift Work -- The USCP operates 7 days per week and 24 hours per day. Command Center Operations Specialists will be required to work any assigned shift. Duty hours are subject to change to accommodate the needs of the Department; additional duty may be required. Applicants must be willing and able to work nights, weekends and holidays.

Shift hours are as follows; however, they are subject to change.
1st Shift: 10:00 pm - 6:00 am
2nd Shift: 6:00 am - 2:00 pm
3rd Shift: 2:00 pm - 10:00 pm

WORK LOCATIONS are flexible and may require extended work hours. Some locations may be in remote areas; however, still within the District of Columbia commuting area.
