Responsibilities

  • Incumbent will provide legal advice on matters related to evaluating and protecting U.S. Government intellectual property (IP).
  • Incumbent will manage the administration, control, and coordination of all patent, copyright, trademarks, and data rights services to all MEDCOM clinics, hospitals, and medical centers and all USAMRMC research laboratories.
  • Incumbent will ensure the provision of timely accurate and practical legal, business and technology transfer guidance to scientists, supervisors, acquisition personnel, and program managers concerning intellectual property (IP) rights.
  • Incumbent will provide legal opinions regarding the application of Federal Statues, Executive Orders, Army and Department of Defense regulations, and other directives relating to intellectual property (IP) laws and technology transfer issues
  • Incumbent will develop intellectual property (IP) policy for all of MEDCOM.
  • Incumbent will lead three or more employees in accomplishing their work.

The U.S. Army Medical Research and Materiel Command (USAMRMC) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-05 payband is equivalent to the GS-15 step 1 to GS-15 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. 1. Knowledge of Federal and U.S. Army Intellectual Property (IP) Laws, Regulations, and Policy Requirements.
2. Knowledge and skill applying Federal Technology Transfer Laws and Regulations.
3. Knowledge and skill managing the administration, control, and coordination of all patent, copyright, trademarks, and data rights.
4. Skill in Written and Oral Communication.
5. Skill in collaborating with multidisciplinary teams and individuals.
6. Knowledge and skill in leading and managing people and processes, to include Interpersonal, Teaming, and Mentoring Skills.
7. Ability to Provide Legal Advice and Counsel to senior government officials.

The following minimum qualification requirements must be met before applicants are eligible for further consideration:

Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Must be a registered Patent Attorney with the U.S. Patent and Trademark

Experience: An applicant for a GS-15 or equivalent position must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of this position. Graduation from an ABA-Accredited Law School in the top 25 Percent of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
