Responsibilities

The Department of Technology Services provides an array of enterprise services to the Judiciary, both for national Judiciary systems managed by the Administrative Office (AO) as well as local court-managed systems across the country. The Chief Operating Officer (COO) provides technical and operational oversight to the AO Technology Office, the Cloud Hosting and Networks Office, the Enterprise Operations Center, and the Systems Development and Support Office.

The incumbent will serve as Chief, Service and Business Management Staff and possess a technology and financial management background. The incumbent will oversee analysis of IT finance, cost, and other related IT management information to include the IT service catalog, project management, and enterprise architecture work products and services. The incumbent will lead the newly established Technology Business Management (TBM) program initiative by the COO. The TBM initiative's overall objective is to develop IT financial, management and cost data associated with COO IT investments beyond the finance view to include IT service views and business views. The incumbent of this position will report to the COO and lead the development and implementation of TBM practices and principles across the offices under the COO supervision. The goal is to support executive decision making, thereby leading to improved IT cost transparency, IT investment accountability, and IT value delivery to the Judiciary.
  • Oversee the continuous process improvement of IT financial management, service management, project management, contract management, and enterprise architecture work products.
  • Responsible for evaluating supporting IT management systems and tools; reporting IT investment life cycle management data; and improving IT financial planning, budgeting, and acquisitions transactions.
  • Develops, implements, and administers TBM processes, data, systems and tools used for planning and life cycle management for IT budgets.
  • Provides expert advice related to TBM processes, systems, tools, and data to COO IT portfolio/project managers, service managers, division chiefs, and executives.
  • Provides expert guidance in resolving complex problems and/or issues affecting COO IT financial, cost, and data collection, extraction, and reporting of IT spending and management data.
  • Establish COO portfolios which will span across fiscal year investments, functional IT towers/sub-towers, services, applications, enterprise architecture components, and business capabilities.
  • Lead data categorization, analysis, and reporting of TBM programs, projects, and initiatives.
  • Gather functional and business requirements and rapidly translate that information into a working set of operational and financial models, dashboards, and management reports.
  • Collaborate with COO Office Chiefs and other AO officials on IT Total Cost of Ownership, financial metrics, and cost transparency initiatives.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Basic Requirements: You must have Information Technology (IT) related experience which demonstrates proficiency in each of the following competencies:

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in each of the following areas:
  • Demonstrated experience establishing and executing strategic plans and roadmaps, ensuring compliance with necessary mandates, and establishing organizational understanding and buy-in;
  • Demonstrated experience in the Federal budget process and financial management practices and procedures including planning, formulation, justification and execution;
  • Demonstrated experience in project management principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources;
  • Demonstrated knowledge of IT infrastructure domains including data centers, networks, server utilization, virtual environments, storage, cloud, and application development; and
  • Demonstrated knowledge of Technology Business Management principles and methods.

    Desired, but NOT Required : The ideal candidate for this position will have a Project Management Professional certification.
