Summary

The Director is responsible for facilitating services geared towards the establishment and maintenance of the Department wide budget execution system.

This vacancy will assist in filling current vacancies as well as succession planning for future vacancies.

Responsibilities

The incumbent will be responsible for the following duties and responsibilities:

Serves as an advisor to the Deputy Director of Budget Service, with responsibility for directing and managing all activities of the Budget Execution and Administrative Analysis Division (BEAAD), including the development of Department-wide budget execution policies and procedures.

Directs key controls such as the apportionment of funds by OMB and the internal allotment and allocation of appropriations to authorize and limit obligations and expenditures by other Department officials.

Provides direct supervision, leadership, and coordination to the support services provided to the BEAAD supervisors and staff involved in budget execution and all tasks needed to manage the Department's Salaries and Expenses (S&E) budget and its employees.

Coordinates and develops special budgetary and financial reports, such as a report on unexpended funds requested by the House Appropriations Committee.

Prepares special analyses of budget issues associated with legislation on such topics as credit reform, pay reform, budget enforcement, and account closing statutes or on other unusual operational and financial management issues.

Maintains data bases to prepare S&E budget estimates. Analyzes obligation and workload information for use in budget justifications and measuring progress on key management objectives. Monitors spending and Full-Time Equivalent (FTE) usage to identify trends and maximize the flexibility of Senior Officers in operating with limited funding.

Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible'. You must limit your narrative to two (2) pages per ECQ. When uploading your ECQs, choose the Supporting Document Type called ECQ.

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

The applicant selected must be skilled Budget Formulation and Execution and in one or more of the following disciplines: Grants Management, Financial Management and/or Acquisition Management.

3. All current and former career SES members must provide an SF-50, Notification of Personnel Action documenting their status or reinstatement eligibility). Candidates who have successfully completed an Office of Personnel Management approved SES Candidate Development Program must submit a copy of their ECQ certification.
