Responsibilities

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

As a Management Analyst at the GS-12, you serve as a staff analyst, evaluator, and advisor to management on the effectiveness and efficiency agencies, and their components carry out their assigned programs and functions. The primary purpose of the work is to provide managers with objectively based information for making decisions on the administration and programmatic aspects of agency operations and management.

Your major duties and responsibilities include:
  • Analyzing and evaluating the management practices and methods, and administrative operations of substantive organizations and complex functions;
  • Designing and conducting time sensitive analytical and evaluative studies of administrative management systems, work simplification, resource utilization, and decision-making studies;
  • Reviewing and evaluating managerial policies and procedure to determine gaps where additional guidance is needed and analyzes the impact of new or proposed legislation on agency operations;
  • Formulating and recommending additional policies and procedures or modifications to existing guidance to improve the efficiency and effectiveness of managerial operations;
  • Advising managers and program official on policies and procedures including actions to be taken to accomplish work in accordance with established requirements;
  • Compiling data and preparing administrative and management reports that emanate from high echelons in the organization.

In order to qualify for this GS-12 Management Analyst position, your resume must demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: developing administrative and management processes to ensure compliance of management practices, policies, and procedures; conducting quantitative and qualitative studies to analyze management practices and methods of an organizational unit; and developing courses of action to resolving findings resulting from studies, surveys, and interviews;

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)

  • SF-50 at your highest grade held, that is at least one year older than the announcement closing date of 06/26/2019.
