Responsibilities

The incumbent reviews and analyzes complex foreign ownership issues under Section 310 of the Act and authorization/licensing matters as they apply to international telecommunications carriers. The incumbent reviews and analyzes assignment and/or transfer and control applications for international Section 214 authorizations and/or submarine cable licenses to determine whether they comply with FCC rules, regulations, and policies. The incumbent drafts orders or other decisional documents adjudicating applications to provide international telecommunications services in the United States and ensures that procedural rules are followed in reaching a decision. The incumbent determines whether the factual circumstances presented in an application justify any requests to waive the Commission's rules and makes recommendations and/or decisions accordingly. The incumbent coordinates with staff from other Bureaus/Offices, as necessary, to ensure that all pertinent issues are resolved in order to grant or deny the applications or petitions. The incumbent conducts extensive research and provides legal counsel to senior managers in connection with the interpretation of domestic and international rules (including rules regarding foreign ownership), regulations, and policies that govern international telecommunications services. The incumbent analyzes and evaluates complex information and makes oral and written recommendations to managers on legal and policy issues. The incumbent drafts legal documents, such as Notices of Proposed Rulemaking (NPRMs) and Reports and Orders (R&Os), to develop new Commission rules or modify existing rules related to 47 CFR Parts 1, 43, and 63 of the Commission's rules and other pertinent rule sections. The incumbent performs other duties as assigned.

Qualifications

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled.

Specialized Experience: Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Applicants must have a minimum of one year of specialized experience in or equivalent to the next lower grade level in the Federal Service.

For GS-11: Applicant must have a minimum requirement of completing a J.D. or LL.B from accredited school.

For GS-12: Applicants must have a minimum of one year of professional law experience in or equivalent to the GS-11 level in the Federal Service. For this position, experience includes the following:
  • Conducting in-depth research;
  • Drafting legal documents; and
  • Providing input regarding the resolution of legal issues.

  • For GS-13: Applicants must possess at least two years of professional law experience and at least one year must be equivalent to the GS-12 level in the Federal Service. For this position, specialized experience includes the following:
  • Writing legal documents;
  • Conducting in-depth legal research;
  • Developing research strategies for legal issues; and
  • Making oral presentations and communicating research results.

  • For GS-14: Applicants must possess at least three years of professional law experience and at least one year must be equivalent to the GS-13 level in the Federal Service. For this position, specialized experience includes the following:
  • Writing complex legal documents;
  • Interpreting communication laws, statutes, regulations and/or rulemaking documents;
  • Analyzing legal issues including weighing implications, identifying potential problems and proposing solutions; and
  • Representing an organization and communicating its policy and/or legal position.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    Education

    You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
