Summary

This position is located within Ecological Services, Team of Listing Policy and Support (BLPS), Division of Conservation and Classification (DCC), Assistant Director - Ecological Services (AD-ES), Fish and Wildlife Service (FWS). This position has responsibility for all Environmental Conservation Online System (ECOS) data management (Pack Track, Tess) records and reports coordination, and DTS tracking support for the Division in support of the team and the entire Division.

Responsibilities

  • Coordinates biannual submissions to the Unified Agenda. Fills out request forms for new RIN numbers as needed and ensure that request forms are completed for all actions needed. Coordinates with PPM to get required approvals.
  • Conduct periodic efficiency reviews/surveys of activities related to reporting and briefing packages to determine compliance with applicable regulations procedures, efficient management practices, and provides quality control of information provided.
  • Coordinates quarterly reports to the Office of Management and Budget.
  • Leads the compilation of weekly reporting on ES actions for the Department. Keeps Standard Operating Procedures current with changing requests.
  • Ensures that all ES actions involving Federal Register notices are briefed according to agreed-upon time frames at weekly package clearance briefings.
  • Updates ECOS/Pack Track records and workload spreadsheets as actions are completed; and ensures that records are completed with accurate dates and narratives in abstracts.
  • Queries ECOS and various spreadsheets for ad hoc data calls and reporting needs. Maintain an organized archive of ad hoc requests.
  • Keeps track of ES package movement at the main Interior Department building (through DTS), including acting as the point of contact for Regional staff on package movement.

Qualifications

Only experience and education obtained by 06/26/2019 will be considered.

You may qualify at the GS -07 level, if you fulfill one of the following qualification requirements:

A. Completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies; OR
B. One full year of graduate level education in an accredited or pre-accredited college or university in one of the following related fields. The education must demonstrate the competencies necessary to do the work of the position; OR
C. One year of specialized experience equivalent to the GS-05 level in the federal service. Examples of experience include: experience with Microsoft products or similar software used for creating spreadsheets and reports (e.g. pivot tables, charts, graphics); experience working with others to maintain and update data and reports; and experience following guidance and instructions to track data from various sources and produce reports.; OR
D. A combination of education and experience as listed above.

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:
  • One year of specialized experience equivalent to the GS-07 level in the federal service. Examples of experience include: experience with improving and managing data tracking and administrative procedures; experience with creating and updating reports in Excel, Word, or Power Point; working knowledge of advanced features of spreadsheet data management (e.g. running macros and filters); and experience with reviewing and routing information, data, reports and request requires a response.; OR
  • A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position. OR
  • A combination of education and experience as listed above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:

    Public Land Corps (PLC) Hiring Authority:
    Note: You must provide a copy of the Certificate of Eligibility for Non-Compliance Hiring Based for Public Land Corps Service.
    (1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
    (a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
    (b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
    (c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and
    (d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
