Summary

The USPS OIG is seeking a highly qualified applicant to fill our Contracting Officer Specialist position in the Office of General Counsel, Contracting team located in Arlington, VA. The successful candidate will serve as a Contracting Officer Specialist and expert technical authority for the agency in the areas of contracting and procurement.

Responsibilities

The successful candidate will be responsible for providing excellent customer service in contracting and procurement by resolving significant and complex contracting issues, creating innovative solutions for customer needs, and working well with customers from all OIG components.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 06/27/2019 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Specialist Band level, equivalent to a GS-14. The salary range for this position is $117,191.00 - $152,352.00. The salary figures include locality pay.

Qualifications

  • Plans, negotiates, leads, awards, and/or administers complex procurements of goods, systems or services with specialized, state-of-the-art, critical or scarce requirements. The procurements are characterized by a lack of any previous pricing data, usually require the use of labor hour or fixed price contracts, multi-year contracts and extensive use of subcontractors, funding that may need to be committed, obligated and expended within the same fiscal year, involve frequent changes in terms, and conditions, and similar difficulties.
  • Develops innovative contractual arrangements to meet complex requirements, such as incentives, performance-based quality assurance planning, or tasking instruction contracts.
  • Ability to procure complex studies, technical and professional services, training services, specialized equipment or IT supplies & services.
  • Audits or reviews major acquisitions of similar complexity. Presents findings and recommends corrective actions and policy or procedure improvements.
  • Reviews, advises on, develops, and recommends operating unit-wide or agency-wide procurement processes, systems, procedures, and/or policies.
  • Researches and advises on best contracting practices across the Government, using resources such as the Federal Acquisition Regulation, benchmarking, other agencies' policies, blogs, discussion boards and GAO findings.
  • Works independently, with minimal supervision, on complex procurement actions. Exercises good judgment and discretion.
  • Responsible for all actions related to acquisition planning, solicitation, evaluation, negotiations, contract award, contract administration and contract management functions.
  • Provides excellent customer service to clients, works well in a team setting, responsive to clients' inquiries and issues, demonstrates flexibility and agility in procurement strategies, and good judgment.
  • Ability to prioritize workload and effectively juggle multiple, competing requirements.

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree from an accredited college or university, with at least 24 semester hours in subject related to purchasing, such as accounting, business, finance, commercial (business) law, economics, quantitative analysis, marketing, contracting or purchasing, organization, or management.
AND
  • Must be actively working as a warranted Contracting Officer or as a Contract Specialist with a warrant.

DESIRABLE QUALIFICATIONS
  • Experience using PRISM
  • Certified Defense Acquisition Workforce Improvement Act (DAWIA) Level III, FAC-C Level III, CPCM, CPFM, Institute of Supply Management (ISM) certification or equivalent Postal Service certification.
  • Experience with Postal Service contracting policies, rules, and practices.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. You must clearly address each one of these factors in your resume or cover letter. Resume should not exceed 2 pages.
  • Knowledge of, and experience with, the Federal Acquisition Regulations, Postal Service Supplying Principles and Practices, and/or other federal acquisition policies, processes, and procedures.
  • Experience working with multiple contract types and arrangements, such as Labor Hour, Time and Material, Indefinite Delivery Indefinite Quantity, Basic Ordering Agreements, multiple award contracts, incentive contracts, performance-based contracting.
  • Extensive experience in cost and price analysis and developing Business Clearances or Pre-negotiation Memorandums.
  • Experience in acquisition planning, solicitations, evaluation, negotiations, contract award, contract administration and contract management functions.
  • Experience in specialized equipment; or IT supplies/services.
  • Superior customer service skills, including the ability to work with a team and develop and maintain effective working relationships with others from within and outside the agency with differing backgrounds and points of view.
  • Must be a warranted Contracting Officer, attach a copy of your current warrant.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
