Responsibilities

  • Advances DCAA's quantitative methods programs considering policy, application techniques, implementation needs, and use of new innovative strategies based on sound statistical principles to support the Agency's mission requirements.
  • Applies seasoned and specialized mathematical and statistical knowledge arid techniques to assess the prevailing quantitative technology tools used by the Agency.
  • Provides expert advice and guidance to apply a similar rigorous review process for the Agency's data collection methodologies and sampling strategies to enhance the statistical validity and reliability of estimates derived from these activities.
  • Responsible for developing Agency's sampling policies and other parameters as applicable.
  • As the DCAA principal statistician expert and consultant, represents the Agency at various proceedings in support of the Agency's quantitative methods programs.

Qualifications

Basic Requirement:
  • Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  • Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

  • In addition to meeting the basic requirement, qualified applicants must possess:
    One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14 )within the federal service, which demonstrates the ability to perform the duties of the position, is required.

    Specialized Experience is defined as: applying extensive statistical and mathematical theory in the areas of audit, business, or finance, preferably for a government agency; management of statistical methodologies including sampling survey approaches; directing complex data collection and statistical analysis processes; providing consulting advice for statistical tool and model assessment; serving as an witness and/or participating in legal and other proceedings, such as negotiations and settlement to defend statistical undertakings and output; translating statistical technical jargon for diverse audiences who may be unfamiliar with statistical and mathematical processes; communicating with a wide range of stakeholders including senior level officials to persuade them to accept, adopt, or act on findings although some may be unfamiliar with statistical and mathematical processes; and leading teams and working on complex projects involving multiple offices/groups across organizational lines, in the areas of statistical and/or quantitative mathematics.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    • Travel: Some travel is required. Travel is typically local; however, some overnight travel may be required. Mobile auditor positions may require extensive travel (50% - 75%) between contractor locations. Government vehicles are not provided for use by DCAA mobile auditors.
    • Financial Management Certification: As a condition of employment, the selectee must meet the requirements of the DoD Financial Management (FM) Certification Program. The FM Certification Program is a course based program consisting of three certification levels. Level 2 certification must normally be completed within two years of the selectee's employment start date.
    • Mobility Agreement: All DCAA auditors must sign a mobility agreement. This agreement will only take effect if you are promoted to an Auditor, GS-13, and may then require you to be reassigned every five to seven years.
    • Veterans Preference: If you are a veteran with preference eligibility and you are claiming 5-points veterans' preference, you must submit a copy of your DD-214 member copy 4 or other proof of eligibility.
