Summary

This position is located at the Hampton VA Medical Center in Patient Care Service. This position's primary responsibility is to prepare time and leave records for Nursing Service employees. The incumbent's responsibilities also include preparation of reports, minutes, and memorandums in final form, without prior typed drafts. Nursing Service is a 24 hour a day operation with numerous tours of duties, including compressed schedules.

Responsibilities

  • Post, examine, compute and balance hours on time and leave records and any of the other required bi-weekly, monthly, quarterly and annual reports using the VATAS operating system.
  • Interpret and apply regulations regarding appointment entitlement, leave earnings, charges of leave, posting legal holidays, leave without pay, advance sick leave, minimum charges, etc.
  • Provide advice and guidance to employees and supervisors on applicable rules, regulations and procedures relating to time and leave issues.
  • Perform leave audits on personnel with low leave balances and/or when there appears to be a questionable pattern of employee leave usage.
  • Maintain files of timekeeping records via the usual office files and/or computer files and assure all timekeeping records are accessible to Fiscal Service Staff for the purpose of periodic audits.
  • Responsible for the timely preparation of corrected time cards including those due to early payrolls, along with other data required by Fiscal Service.
  • Utilize database management program, word processing and spread sheets to prepare records of overtime/compensatory time for use in Nursing and Fiscal Service.
  • Perform word processing functions to produce memorandums, correspondence and minutes of meetings.
  • Provide back-up support for administrative personnel in maintaining data on spreadsheets or databases.

Basic Requirements:
  • Specialized Experience: One (1) year of specialized experience equivalent to at least the GS-04. Examples of specialized experience include but are not limited to:
    • Applying knowledge of time and leave rules and regulations as it relates to personnel scheduling practices
    • Implementing a timekeeping system and ensuring compliance with applicable laws
    • Tracing errors and making corrections in time and leave postings
    • Skill in the use of various computer software applications to enter, monitor, sort, calculate, and retrieve data and information

  • Education: Four (4) years above high school.
OR
  • Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. A combination of specialized experience and education beyond the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirement. Two full academic years of study, or 60 semester hours (90 units for quarter system), beyond the second year is equivalent to one (1) year of specialized experience. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours (90 units for quarter system) that you earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Physical Requirements: Typing and recording functions of timekeeping duties are sedentary. Tiimekeeping functions include an extensive amount of walking to units within the Medical center and the Nursing Service office. Works under stress to meet deadlines.

The recording functions of timekeeping and general office are performed in an office removed from the Nursing Service Office where individual cubicles are provided. Contiguous access is provided to CRT's calculators, typewriters and office supplies. Timekeeping requirements involve some time on patient care units/clinics where conditions may be crowded. There are no unusual risks in either setting.

GS-05: Four (4) years above high school.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
