Project Summary Leads the business development process in support of Federal Government RFPs. Leads the proposal development team to include proposal managers, writers, and research assistants. Establishes and maintains processes for opportunity management including pipeline development, capture process, and proposal response process. Conducts proposal management throughout the proposal lifecycle and provides oversight to other Proposal Managers to ensure timely completion, the proposal process is followed, and the final output is compliant and compelling. Works closely with Capture Manager(s) and Solution Architects to lead proposal efforts and reports to the SVP of Account Development. Provides opportunity management administrative activities including managing licenses for Salesforce, evaluating and selecting market research tools, and setting up and managing proposal repositories. Also responsible for managing pipeline data including producing metrics and reporting on bid and proposal efforts. Job Summary Leading the proposal development process will include Conducts market research and analysis for pipeline development and Capture support Lead Proposal Kick-off and all proposal development meetings (excluding solution and pricing meetings) Other meetings include Schedule, plan, and lead color team reviewsdebriefs, questions discussions, and status calls Draft the master response schedule Create compliant technical outlines and compliance matrices Create compliant past performance and resume outlines, draft material for past performance and coordinate with staff for resume collection, ensuring all details are captured from candidates Provide guidance to the entire proposal team on the process throughout proposal development, assist by providing reusable content to authors Schedule all milestones that go into a proposal effort, working with team members to get their contributions on time Responsible for the timely delivery of all components including the proposal itself (ie questions, opt-ins, PPQs, and all volumesattachments Technical, Price, Past Performance, Quality Control, 508 GPAT, etc.) Create and maintain SharePoint sites for each proposal Verify accuracy of Salesforce records for proposals Writing past performance andor resumes as needed Final quality check on proposal submissions which includes a thorough edit and format Assists Account Leads and Capture Managers with pre-RFP capture activities including research, customer outreach, development of marketing materials, and drafting editing of DRT White Papers Manages the proposal document (assembles, formats, and edits at each stage coordinates distribution, writing assignments, and subsequent collection of comments) Manages proposal artifacts, templates, and processes and provides guidance to the proposal team on the use of these tools Coordinates and manages proposal production activities Conducts business development training on the use of standard tools such as GovWin Maintains BD training documentation and helps conduct BD training sessions Essential Duties and Responsibilities Ensure the timely delivery of proposals Produce high quality and persuasive proposals that successfully capture win themes and solution Provides management and oversight to the BD proposal team (Proposal Managers, Writers, Graphic Designers) Manages the quality of opportunity records, pipeline data, and pipeline reporting Manages the proposal repository Advises on business development tools including market research and CRM tools Contributes to BD training efforts Required Skills and Experience Excellent writing skills At least 7 years of experience being fully dedicated to managing proposals in response to Federal Government solicitations Experience managing and supervising personnel Meets deadlinesstrong time management skills Immaculate attention to detail this is a MUST Willingness to work outside of standard business hours if needed to complete the work on time and with high quality Strong Leader A sales-oriented mind an understanding of how to capture the interest of a target customer through writing Expert level proficiency with MS Word and Adobe Acrobat Strong interpersonal relationship skills team player Ability to stay calm and professional under pressure and work with a broad variety of personalities Technical skills are a plus (for example a previous position in application development, operations and maintenance, or engineering) Education and Training Bachelor s degree is required.
