Summary

This position is part of the Customer Services, Government Publishing Office in Washington , District of Columbia.

The Selectee will work shift 1 for a daily 8-1/2 hour tour of duty, including 30 minutes unpaid lunch, spanning the core hours of 9:00 am - 3:00 pm (i.e. 8:00 am - 4:30 pm or 7:30 am - 4:00 pm).

Responsibilities

As a Printing Service Specialist, your typical work assignments may include the following:
  • Provides an individualized, relationship-driven avenue for customer agencies to communicate their overall service needs in relation to printing, publishing, and multimedia programs. Writing accurate contract specifications to support agency procurement services.
  • Works in a team environment to provide frequent communication and direct customer service to federal agencies and print vendors.
  • Applies procurement principles, federal acquisition regulations, in the writing of various contract types in order to provide print related services.
  • Develops detailed language to describe contract requirements from broadly described customer agency requirements, facilitating procurement planning for contracts to ensure that product, service and price objectives are met.
  • Evaluate quotes and bids for conformance against requirements defined in contracts to make award recommendations.
  • Prepares materials and participate in pre-award and post-award meetings with responsible offers.
  • Resolves customer complaints expeditiously, providing same or next-day services in most cases and developing remedies on routine contract complaints.

To qualify for the Printing Service Specialist, PG -1654-11/12, you must meet the following requirements:

To minimally qualify for the Printing Services Specialist, PG-1654-12 level, you must possess one year of specialized experience at the PG-11 or equivalent grade level or higher. Specialized experience include:
  • Experience utilizing federal acquisition/procurement regulations ensuring customers' requests are fulfilled.
  • Experience assisting with determining specifications for contracts related to printing and publishing products and services.
  • Experience with contract administration and techniques to complete contract activities;Experience communicating both oral and written to negotiate with customer and vendors contract requirements and agency processes and procedures; and
  • Experience researching methods and techniques to resolve printing/publishing dilemmas or administrative concerns as they arise.
To minimally qualify for the PG-11 level , you must meet the requirement below. A. One (1) year of specialized experience at the at the PG-09 (or equivalent) level or higher. Examples of qualifying specialized experience include:
  • Experience participating in collaboration with customers to gather information about their printing/publishing requirements, and
  • Experience performing procurement planning to identify and recommend contracting method(s) that meet the customer's printing/publishing needs,
  • Experience writing draft specifications that will be reviewed and finalized by others, for statements of work (SOW) or contract solicitations in order to procure printing or publishing related products/services based on a customer's broadly described requirements, and
  • Experience administering multiple contract types (i.e. Request for Quotation, Invitation for Bid, Request for Proposals, Sole Source, etc.) throughout various parts of he contract lifecycle (to include Pre-award, Post-Award Administration and/or Contract Closeout).
B. I have completed a PH.D or equivalent doctoral degree or I have completed three (3) full years of progressively higher level graduate education leading to a PH.D. degree, or equivalent in a major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics; or LL.M if related. (Note: You must attach a copy of your transcript failure to do so will result in an ineligible rating).
C. I do not possess 1 year of specialized experience at the PG-09 (or equivalent) level or higher as described in Option A above. I also do not possess a PH.D or equivalent doctoral degree nor have I completed three (3) full years of progressively higher level graduate education leading to a PH.D. degree, or equivalent in a field related to this position as described in Option B above. However, I have a combination of experience and education that equals at least 100 percent of the total requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement(06/26/2019) to be considered.

Education

Substitution of education in lieu of specialized experience may be used for the PG-11 grade level only.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Non-sensitive (NS)/Low Risk.
