Summary

This position is located in the Consumer Financial Protection Bureau, Office of Civil Rights (OCR) in the Office of Equal Opportunity & Fairness (OEOF). You will serve as the OCR Complaints Manager for EEO claims filed pursuant to 29 C.F.R. Part 1614, Sections 504 and 508 of the Rehabilitation Act, and CFPB policy (the EEO complaint process).

Responsibilities

As the Complaints Manager, Office of Equal Opportunity and Fairness, you will:
  • Serve as a legal expert on all matters pertaining to OCR's EEO federal sector complaint processes.
  • Review EEO complaints filed with the Bureau to determine the appropriate course of action pursuant to 29 C.F.R. Part 1614 and related laws and guidance. Responsible for ensuring the EEO Program is in compliance with EEOC regulations and guidance, including timeliness and ensuring legal accuracy and high quality of all products.
  • Direct the operations and activities of the team of individuals within OCR responsible for processing EEO informal and formal complaints under 29 C.F.R. Part 1614 and arising under the Equal Pay Act of 1963, Title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act of 1967, Section 501 of the Rehabilitation Act of 1973, and the Genetic Information Nondiscrimination Act of 2008, as well as complaints filed against the Bureau under Sections 504 and 508 of the Rehabilitation Act and relevant Executive Orders (e.g., E.O. 11478, as amended by E.O. 13087, E.O. 13152, and E.O. 13672, and Executive Order 13145).
  • Serve as first-line supervisor for and directs and monitors the work of EEO specialists (including informal and formal case managers), OCR attorneys involved in case processing, and other OCR employees, as assigned.
  • Write/edit EEO related Reports such as the EEOC's 462 Report, No FEAR Act Report, and information for the MD-715 Report. Create and deliver EEO training to Bureau staff and contractors.

Qualifications

You must meet eligibility and qualification requirements within 30 days of the closing date of this announcement.

1. Law Degree: Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent.

2. Bar Membership: Applicants must be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

3. Specialized Experience: Applicants must have at least one year of specialized experience at the next lower grade level, or equivalent, that has equipped them with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. This position requires:
  • Demonstrated written communication and research skills; AND
  • Experience processing or managing federal sector EEO complaints; AND
  • Expert knowledge of federal sector EEO laws, regulations, and EEOC guidance

In addition, you must have:
  • Seven (7) years of related legal experience. Such experience must include experience as a licensed attorney in order to be creditable, (Law Clerk experience is not qualifying for the experience requirements); OR
  • Three (3) years of specialized experience at the CN-60 level (equivalent to the GS-14 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.
