Responsibilities

This position is located within the the Technical and Project Management Division (TPMD) of the Loan Programs Office (LPO) in the U.S. Department of Energy (DOE). Our team of technical professionals is dedicated to advancing an all-of-the­above energy strategy that deploys innovative technologies that avoids, reduces, or sequesters greenhouse gases, LPO has supported a large, diverse portfolio of more than $30 billion in loans, loan guarantees, and commitments covering more than 30 projects across the United States.

The incumbent will serve as a Federal Project Engineer (FPE) on the Advanced Technology Vehicles Manufacturing (ATVM) Team within LPO's Technical and Project Management Division (TPMD). The FPE will be primarily assigned to projects related to the production of light duty, advanced technology vehicles and associated components, including projects related to: establishing, re-equipping, and/or expanding manufacturing facilities that produce ATVs or qualifying components; or performing engineering integration of ATVs or qualifying components.

At the Full Performance Level of GS-0801-11 General Engineer, you will:

• Support the review of loan applications to ensure technical eligibility (technical innovation and benefits) and viability (technical merit and technical readiness), in accordance with federal government statutes and LPO processes and procedures. .

• Support the technical due diligence of loan applications, to include the assessment of project risks and development of risk mitigation plans, the development of conditions precedent covenants to include the technical requirements for project funding and completion.

• Support the analysis and assessment of the technical aspects of assigned projects during construction (progress and costs) and operations; and provide associated recommendations to the project monitoring team and LPO management regarding funding advances, project withdrawals and distributions, and achievement of project milestones.

• Support the development of plans and recommendations for deviations from plans or performance metrics, development of recovery plans, and associated non-compliance actions.

• Participate in automotive industry meetings, conferences and events to stay current with emerging ATV trends and emerging technologies

• Interface with peers in other Federal Agencies and within the Department of Energy (e.g., the Vehicle Technology Office (VTO) and Fuel Cell Technology Office (FCTO) in the Office of Energy Efficiency and Renewable Energy (EERE).

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

For GS-09 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates: experience assisting in analysis, assessment, and monitoring of multiple concurrent engineering projects, addressing complex systems engineering challenges and current knowledge in either: advanced technology vehicle manufacturing; or one or more of the following clean energy technology areas: renewable energy and fuels, advanced fossil energy technologies, advanced nuclear energy, energy efficiency, energy transmission, distribution and storage.

For GS-11 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates: experience leading the analysis, assessment, and monitoring of multiple concurrent engineering projects, addressing complex systems engineering challenges and current knowledge in either: advanced technology vehicle manufacturing; or one or more of the following clean energy technology areas: renewable energy and fuels, advanced fossil energy technologies, advanced nuclear energy, energy efficiency, energy transmission, distribution and storage.

Knowledge in one or more of the following: motor vehicle engineering, to include electric vehicles and charging infrastructure, alternative fueled vehicles (hydrogen and biofuels) and fueling infrastructure, and advanced materials production and applications (for applications such as light-weighting).

Knowledge of and Understanding of federal safety standards and regulations related to vehicles.

Knowledge of technical physical science and/or engineering principles and standards.

Knowledge of system engineering principles and processes on facility plant design, layout, construction, and operations; including financial and economic factors affecting project integrated baseline.

Ability to interpret LPO applicable statutes and regulations and translate technical data to ensure compliance of TPMD practices in overseeing projects approved for federal infrastructures.

Knowledge of risk analysis and management techniques to assess risks and establish mitigation factors associated with project technology, completion, operational costs, performance, and infrastructure.

Knowledge of LPO policies and procedures, including loan guarantee technical reviews, due diligence, loan structuring, negotiation, and asset management.

Knowledge of DOE and other national policies for integration of technical information into strategy papers, analyses, plans, standards, and guidelines, public releases, and statuary reports.

Knowledge of the general project management frame work in a variety of energy or automotive technology fields necessary to integrate work activities into ongoing LPQ programs with minimal impacts.

Education

Basic Requirements:

You must submit your unofficial Transcripts with your application.

A degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, written test, specific academic courses, and related curriculum.
