Summary

This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.

You will serve as the Deputy Director, Undersea Warfare Division for the Deputy Chief of Naval Operations (Warfare Systems).

Responsibilities

  • You will be responsible for providing the vital executive level link between the resource sponsor, the fleet, acquisition program managers and technical organizations.
  • You will develop strategic force level planning, modernization, training, rationalization and manpower policy for attack submarines, ballistic missile submarines, and submarine support ships.
  • You will manage all aspects of the planning, programming, budgeting and execution process for the Director regarding Undersea Warfare programmatic requirements, sustainment, research, development and acquisition.
  • You will ensure all internal and appropriate external guidance is adhered to throughout the development and defense of the Undersea Warfare program and budget.
  • You will coordinate the definition of and evaluation of potential future undersea concepts of operations to include science and technology initiatives, for periods of 5-40 years into the future.
  • You will assist in stabilizing and aligning undersea investment strategy across the Future Years Defense Plan and develop contingencies for the uncertainties of the budget process.
  • You will be responsible for developing and executing the 30-year shipbuilding acquisition plan, reducing the overhead of programs that are downsizing and leveraging available resources.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • May be required to successfully complete a 2-year SES probationary period.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain an interim and/or final Top Secret w/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement or resume. The MTQs must not exceed 2 pages.)

1. Thorough knowledge of, and experience in, developing program recommendations, budget proposals and the planning, programming, budgeting and execution process. Thorough knowledge of systems requirements and acquisition processes, policies and operations.

2. Knowledge of corporate processes and associated programs necessary to manage an undersea warfare mission oriented organization.

3. Ability to analyze and organize complex factual material and controversial issues for oral and written presentation. Must possess skill in applying knowledge to define a problem, develop and analyze potential solutions and present results in an authoritative and compelling manner.

4. Knowledge of principles and practices of resource allocation management, sound business administration and program planning.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Section 1109 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019 permits a qualified individual to be given an initial appointment into the Senior Executive Service (SES) within the Department of Defense (DoD) without being subject to the certification of Executive Core Qualifications (ECQ) by the Office of Personnel Management (OPM), Qualifications Review Board (QRB).

A career SES appointment made under this authority does not guarantee that you will be eligible to transfer to another career SES appointment outside of the DoD without the need for you to compete. Other Federal agencies may require you to submit ECQs to OPM's QRB prior to your appointment in that agency.

This position is not covered by the Department of Defense Priority Placement Program.
