Responsibilities

The Management Analyst, located in the Office of Investigations; Investigative Data Systems and Analysis Division in Washington, DC responsible for all aspects of assigned program areas. Assigned program areas include the Fugitive Felon Project, Purchase Card Project, Proactive Projects, the eDiscovery Program, Miscellaneous Reports, and other information program operations.

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
-Advise headquarters management on all aspects of assigned program areas, to evaluate effectiveness, and to manage processes and systems relating to assigned areas.
-Manage, review, and analyze, and provide information from multiple sources and established databases and uses direct links with other organizations to identify names and locations of fugitives suspected of felony offenses who are receiving benefits from the Department of Veterans Affairs.
-Coordinate actions to develop and formulate short and long range plans, goals, and objectives and advise on the implications and feasibility of management goals, plans, proposals, and recommendations.
-Perform analytical and evaluative work associated with assigned areas, and develops, analyzes, evaluates, advises on, and recommends actions to improve the effectiveness of work methods and procedures associated with these areas.
-Plan, organize, and work with management within VA, Veterans Benefits Administration, and Veterans Health Administration, and coordinates work to accept and implement recommendations relating to assigned programs.

Travel Required

25% or less - 1-5 nights per month. Travel nationwide under tight deadlines. The incumbent should anticipate frequent walking and standing as a component of this travel.

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
-Identifying sources of information and data in support of projects; AND
-Consolidating information from multiple sources into a completed written document; AND
-Utilizing communication skills to establish relationships with internal and external stakeholders.


Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
-Consolidating information from multiple sources into a completed written document; AND
-Utilizing communication skills to establish relationships with internal and external stakeholders.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

- Public Trust - Background Investigation will be required.
- Must successfully complete a background investigation.
