Summary

You will serve as a Supervisory Attorney-Adviser (General) in the Office of General Counsel at the Defense Health Agency under the policy guidance and direction of the Assistant Secretary of Defense (Health Affairs) (ASD(HA)). The ASD(HA) is responsible for the overall policy and guidance of the medical services of the military departments and the political sensitivities related to the activities as expressed by Office of Secretary of Defense, Congress, the White House and the civilian sector.

Responsibilities

  • You will serve as the Chief Military Treatment Facilities (MTF) Counsel for the National Capital Region (NCR) market and as a first and second level supervisory attorney within the Defense Legal Services Agency (DLSA).
  • You will serve as a legal advisor to credentials committees, privileging authorities, peer review panels, and peer review hearing on credentialing, privileging, adverse privileging, and removal from practice of health care providers.
  • You will advise on controversial and complex medico-legal and bio-ethical topics.
  • You will serve as a legal advisor to risk managers, patient safety managers and medical staff.
  • You will review care related policies and forms for legal sufficiency and compliance.
  • You will serve as Lead Ethics Counselor for area of responsibility, providing advice on criminal conflict of interest statutes and the Standard of Conduct regulation.
  • You will manage Confidential Financial Disclosure Report program for area of responsibility, ensuring filers are identified, reports are timely filed, and filers trained in accordance with the training regulation and agency directives.
  • You will advise agency officials on protections afforded to private information under the Privacy Act of 1974 and Health Insurance Portability and Accountability Act (HIPAA).

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.


Qualifications

The successful candidate must be a graduate of a law school with a Juris Doctor (J.D.) degree and an active member in good standing of the Bar of a State, Commonwealth or Territory of the United States or District of Columbia, and be admitted to practice before a state or federal court. Candidate must have extensive experience providing legal support to contracting and program clients across the full spectrum of health care law.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
