This position is located in the Washington Headquarters Services, Facilities Services Directorate, Federal Facilities Division, Alterations Work Group (AWG).AWG is industrially funded and consists of multiple teams providing a broad range of facilities support services to a large number of customer activities.The missions support are extremely varied and complex in nature and are dispersed over a wide area.

Responsibilities

Your typical work assignments may include the following:

• Receives assignments in the form of individual job orders.
• Develops detailed construction project plans, tasks, schedules and identifies milestones dates to ensure proper sequencing of events, statements of work, specifications, and cost estimates for work to be accomplished by in-house labor or service contracts.
• Prepares cost estimates and similar information that supports proposed new construction or renovation projects.
• Coordinates with construction shop supervisors, quality control, safety officer, master scheduler and procurement specialist, as needed, to complete total project execution.
• Serves as a Contracting Officer Representative (COR) responsible for the technical administration of designated contracts.

Qualifications

Basic Requirements for Series 0810/0830/0850:
Engineering degree from a program that: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional.

Basic Requirements for Series 0808:
Architecture degree; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:

Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.

Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) which has given you the particular knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: knowledge of architectural and engineering principles to resolve problems pertaining to building renovations; and construction project management skills to prepare project plans and cost estimates.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) which has given me the particular knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: knowledge of architectural and engineering principles to resolve complex problems pertaining to new construction and building renovations; and construction project management skills to prepare project plans and cost estimates.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
