Summary

This position is located in the U.S. Department of Housing & Urban Development (HUD), Government National Mortgage Association (Ginnie Mae), Office of the Chief Financial Officer (OCFO), Comptroller's Division. The Division is responsible for classifying, summarizing, analyzing, and reporting accounting and budgetary transactions for all of Ginnie Mae's activities.

Responsibilities

As an Accountant, you will:
  • Track ongoing accounting operations and resolve problems that arise, conduct financial reviews, examine accounting documents for proper accounting classification and authorization.
  • Prepare various types of financial and narrative reports, including monthly trial balances, develop automated accounting instructions and procedures for routine transactions, and analyze financial and statistical data from domestic and/or foreign business firms.
  • Participates as a team member in initiative-driven projects as well as special accounting and financial management studies.
  • Respond to and resolve audit findings and recommendations pertaining to the general ledger functions brought up by the General Accounting Office (GAO), the Office of Inspector General (OIG), HUD's Chief Financial Officer (CFO), and Ginnie Mae internal control reviews.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes:
  • Examining, analyzing and interpreting accounting data, records, and reports; AND
  • Participating on audits, reviews, or projects of financial statements and operations; AND
  • Operating and maintaining automated accounting systems; AND
  • Reconciling general ledger accounts.

OR Education: 2 years of progressively higher level graduate education leading to a Master's degree or Master's or equivalent graduate degree.

OR Combination: A combination of education and experience. Only graduate level education in excess of 18 semester hours (27 quarter hours), may be used to combine education and experience.

Education

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting/auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant/auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that
    (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
    (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

A. This is a term position. A term position does not confer eligibility for transfer to another agency. A term employee does not acquire competitive status or eligibility to be converted to a career conditional appointment, nor is the time served under a term appointment creditable toward career tenure. A term appointment carries no implied or specific commitment of consideration for, or placement into, a permanent appointment.

B. The employment of a term employee ends automatically at the expiration of his or her term. Term employees, who were previously in a career or career-conditional status, will not automatically be able to return to their career or career-conditional position once the term is over; they may, however, reapply for the career or career-conditional position if it is available.

- Must successfully complete a background investigation.
